- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. U.S. Fish and Wildlife Service, St. Marks National Wildlife Refuge in Wakulla County, Florida has a service requirement for Wiregrass seed at 10 pounds/acre over 178 acres = 1,780 pounds of seed. St. Marks National Wildlife Refuge is located at 6295 Coastal Hwy, Crawfordville, FL 32327. The refuge will be providing site visit information, however attending the site visit is not required but is strongly recommended. The anticipated performance period is from December 1, 2025, thru January 31, 2026. This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2024-03. The NAICS code is 115112 - Soil Preparation, Planting, and Cultivating and the small business size standard is $9.5m. The product and service code (PSC) is 8730 - Seeds and Nursery Stock. In accordance with refer to FAR provision 52.212-1 Instructions to Offerors � Commercial Items for additional submission guidance and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed. 52.212-2 Evaluation�Commercial Products and Commercial Services (NOV 2021) - Vendors Instructions All responsible small business sources SHALL review all documents before submitting a proposal, which shall be considered by the agency. Award will be made as a firm-fixed-price (FFP) contract. The contract will be awarded based on Lowest price technically acceptable (LPTA) to the Government by evaluating the factors listed below as technical acceptability criteria. The award will be made to a responsible contractor in accordance with FAR Subpart 9.1. Technical Acceptability: The contractor must show within the proposal relevant experience by demonstrate the ability to successfully complete as followed based on the Statement of Work; Attachments; Scope of Work outlined in the documents.
