- 14 April 2025 Update � Thank you for the voluntary feedback on the NGC2 draft SOO and draft solicitation documents. While the USG reviews industry feedback and finalizes solicitation products, please continue to monitor SAM.gov for NGC2 updates. Please note: The NGC2 team will no longer accept email requests for CUI documents. Our team will use JCM�s NGC2 community page as a repository for NGC2 products and documents. If you have registered for JCM and have access to NGC2 Reading Room: Please enter: https://jtnc.experience.crmforce.mil/JTNC/s/login/, go to �More Communities,� click �Army,� and then �Next Gen Command & Control (NGC2).� The Reading Room is accessed by a link on the NGC2 home page menu. If you have not registered for JCM, please use the following link . If you have registered for JCM, but need access specifically to NGC2 Community page, you must register for access to this space. Please use the following link and register specifically for NGC2 Community Page. https://jtnc.experience.crmforce.mil/JTNC/s/register . You will need a Joint Certification Program (JCP) number and Data Custodian to enter the NGC2 community and view CUI documents. If you do not already have a JCP Certification number, please follow the direction below. To gain access to CUI documents, your company/entity must be certified by the Joint Certification Program (JCP). Your entity/company�s Data Custodian requester (designated) on block 3A of the DD Form 2345 is the only authorized individual that can download the controlled attachment. Your entity/company is responsible for the protection of the controlled document after the download. If your entity/company is not pre-certified by the JCP, you will need to apply for certification by completing a DD Form 2345 and emailing it to jcp-admin@dla.mil. Detailed information regarding the JCP application procedures is available at the JCP website at https://www.dla.mil/Logistics-Operations/Services/JCP/. The ESI Directorate and the Army Contracting Command (ACC) will not review the JCP application or issue the JCP certification. No exceptions will be made to vendors who are not certified in the JCP for the release of the controlled documents. Please direct any questions regarding the JCP certification process to jcp-admin@dla.mil. 03 April 2025 Update � Please see the updated directions below regarding the Draft Documents for Industry Feedback. INTRODUCTION: The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Program Executive Office Command, Control, Communications and Network (PEO C3N) is requesting industry feedback on the draft documents for Next Generation Command and Control (NGC2). Potential Offerors are encouraged to subscribe for real-time e-mail notifications when additional information is posted to the SAM.gov website. PROGRAM BACKGROUND: Command and Control (C2) is foundational to warfighting, and lessons learned from recent support to contingency operations in Ukraine and Israel, as well as threat assessments in the INDOPACOM AoR, show that the Army�s current C2 information systems should be modernized to meet commanders� needs for large scale combat operations against near peer adversaries. Current mission command systems are not mobile, intuitive, or survivable enough to easily overcome the current threat, changes in the character of warfare, and the pace of technology. As part of the Army�s continuous transformation effort, initiatives are being implemented to transform how the Army operates, trains, and equips for C2 capabilities that enhance its lethality, mobility, and survivability in large-scale combat as part of the Joint Force. The Army�s operational imperative is to improve systems responsibly, using innovative solutions from units and industry; at the same time, preparing for the future by ensuring the next generation of C2 systems are built on a portfolio of capabilities that effectively address emerging threats and ensure dominance over adversaries. The Army�s Next Generation Command and Control (NGC2) portfolio of capabilities will provide commanders with the ability to make more, better, and faster decisions through advanced analytics, an integrated data layer, open architecture, and robust and resilient transport. The result is data-centric C2 at every echelon that can operate in any environment. NGC2 requirements are currently being informed by persistent experimentation. Market research and prototyping will create a competitive environment for innovative industry partnerships and continuous integration of new technologies. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All personnel reviewing responses will understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
