- AMENDMENT 0002 � April 10, 2025 The purpose of this Amendment is to: Update Electronic Submission of Proposals, paragraph (f) on page 30 of the Solicitation to state ""If any problems are experienced with the EFSS Box system (e.g., login, file transfer), proposals can be sent directly to Bernie Cenidoza at bernard.c.cenidoza@nasa.gov. Please ensure a courtesy copy is provided to Jennifer Schnarr. As a result of this amendment, the proposal submittal date has NOT changed and is NOT extended. Offerors shall acknowledge all Amendments in their response. It is the potential Offeror's responsibility to monitor this website for any further updates. AMENDMENT 0001 � March 28, 2025 AMENDMENT 0001 � March 28, 2025 The purpose of this Amendment is to: Update clauses and provisions in accordance with the following: 1) Procurement Class Deviation (PCD) 25-01: CLASS DEVIATION FROM the Federal Acquisition Regulation (FAR) Regarding Executive Order (E.O.) 14173 �Ending Illegal Discrimination and Restoring Merit-Based Opportunity� of January 21, 2025, and E.O. 14168 �Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government� of January 20, 2025; and 2) Procurement Class Deviation (PCD) 25-02: CLASS DEVIATION FROM the Federal Acquisition Regulation (FAR) Regarding Section 2 of the Executive Order (E.O.) 14148, �Initial Rescissions of Harmful Executive Orders and Actions,� which revoked E.O. 14057, and Executive Order 14208, �Ending Procurement and Forced Use of Paper Straws."" The following changes have been made: FAR 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services (MAY 2024) has been updated to (DEVIATION FEB 2025) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Products and Commercial Services (JAN 2025) has been updated to (DEVIATION FEB 2025) Provision E.13 System Updates has been added. Post Government responses to questions received by industry. See attached document titled �Questions from Industry and Government Responses�. As a result of this amendment, the proposal submittal date has NOT changed and is NOT extended. Offerors shall acknowledge all Amendments in their response. It is the potential Offeror's responsibility to monitor this website for any further updates. __________________________________________________________________________ This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFC25Q0005 for Commercial Off the Shelf (COTS) academic and simulator training services at vendor facilities for NASA flight crew and maintainers to maintain their proficiency. Offeror�s must submit a firm-fixed-price (FFP) quote for the specifications and qualifications contained in the Statement of Work (SOW) Attachment A. The provisions and clauses in the RFQ are those in effect through FAC 2025-03, and can be found at: https://www.acquisition.gov/browse/index/far. The NAICS Code and Size Standard are 611512 and $34M, respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items described above are due by 1:00 PM Pacific on Friday, April 11, 2025 to Bernard (Bernie) Cenidoza at bernard.c.cenidoza@nasa.gov, and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: https://www.gsa.gov/reference/forms/solicitationcontractorder-for-commercial-products-and-commercial-services.
