REQUEST FOR INFORMATION ACCESS CONTROL MODERNIZATION Introduction The Air Force Nuclear Weapons Center (AFNWC), Kirtland Air Force Base (AFB), Albuquerque, New Mexico, is currently in the planning stages for a potential future acquisition in support of a campus wide access control system refresh as well as the addition of new requirements. The purpose of this Request for Information (RFI) is to engage industry with expertise within this field to better understand marketplace capability. Results of the Request for Information (RFI) will be used to identify potential sources possessing the necessary data, expertise, skill, capabilities, and experience to design, develop, produce, integrate, install, and enhance the existing hardware while bringing our Kirtland Campus up to date. A potential award date is currently expected to be in Government fiscal year 2025 with an anticipated duration not to exceed 5 years. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This RFI is part of ongoing Government conducted market research for planning purposes only. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation. Funds are not presently available for this project. No award, subsequent to solicitation, will be made until funds are available to make payments under a contract and meet obligation requirements. The Government will not provide reimbursement for costs associated with this request. Any information provided by industry to the Government as a result of this RFI is strictly voluntary; responses will not be returned. The information obtained from industry's responses to this notice may be used in the development of an acquisition strategy and a future RFP. History/Scope The access control and video surveillance systems of AFNWC were installed as each facility�s construction was completed. The three main access control and video surveillance systems were integrated together in 2021/2022 for consolidated management. AFNWC currently maintains seven access control systems supporting unclassified, collateral, SCIF and SAPF areas. The Hirsch Access Control system will need to be upgraded to the latest hardware, software, and firmware revisions. The seven systems shall be evaluated for consolidation onto the AFNET NIPRNet to eliminate the abundance of stand-alone systems and provide a redundant campus wide solution. The existing surveillance cameras shall be integrated into Velocity Vision to allow for a fully integrated access control and surveillance system. The upgraded system will ensure compliance with FIPS 201-03 and 140-03. The proposed effort also includes the addition of cameras, badge readers, and enrollment systems. The contractor will be required to provide on-site follow on hardware and software support to include licensing and upgrades. Questions Responses to this RFI shall address the questions below. Please provide comprehensive answers and, if available, direct references to past work your firm has participated in applicable to the information that is requested. Contract numbers related to applicable past work are encouraged. 1. What is your company�s experience with providing installation and maintenance services to the federal government? 2. Is your company a current Hirsch partner and certified to work on Hirsch security products to include the Velocity product line to include Velocity Vision? 3. Has your company previously designed, installed, consolidated, upgraded, and sustained an access control system on the AFNET NIPRNET, or similar DoD Network, to include video surveillance? a. Please provide Program Name along with contract numbers. 4. Please identify any concerns or questions you have regarding the history/scope of this program. What risks do you see associated with this acquisition and how would you mitigate those risks? 5. What NAICS Code is your company associated with? Industry Response Responses are expected to be on company letterhead and must include the following information: date, point of contact, address, phone number, email address, UEI number, and CAGE code. Responses are requested as soon as possible but not later than 09 May 2025 at 10:00am MDT. Responses or questions shall be submitted via e-mail to only alexandria.zelle@us.af.mil and amanda.perea@us.af.mil. The subject for your email submission shall be as follows: ""[Company Name] � RFI Response Access Control.""
