- Project: Install Patient LiftsSOLICITATION 36C25225B0011April 7, 2025 Project #: 578-15-001 AMENDMENT A0003 Edward Hines Jr. VAMC Amendment 0003 hereby incorporates the following clarifications/change(s) into the solicitation package. RFI s Questions and Responses � CONTRACTOR QUESTIONS REFERENCE VA/AE RESPONSE 1 The cover sheet list that there should be a E604 Panel Schedule, the last drawing I have is E603. Is this something that needs to be issued or was it an error? � A/E - Remove all references to E604. Sheet was removed during the design process 1 Panel Schedule LL-ICU-A-R indicates the panel is in room B2039. The electrical room number on sheet E120 indicates the panel is in room A2071. Which is correct? E120 Panel LL-ICU-A-R is located in room A701. The panel schdeule (located on E602) will be updated to properly refect the floorplan. 2 Panel Schedule LL-10B-R on sheet E603 has the location for the panel as room RCC1003R. Where is this indicated on the electrical drawings and what lifts do they serve? E603 Building 200 10th floor. See sheet E127 3 Panel Schedule LL-11B-R on sheet E603 has the location for the panel as room RCC1003R. Where is this indicated on the electrical drawings and what lifts do they serve? E603 Building 200 11th floor. See sheet E130. Room number on panel schedule will be updated to ""1171"" to reflect the floorplan. 4 E130 indicates that the lift power for room 1134 routes to the electrical panel LL-11B-R. It appears the panel is located in the adjacent room 1171. Can the VA confirm which room that panel LL-11B-R is actually located in? E130 Panel LL-11B-R is located in toom ""1171"". The panel schdeule (located on E602) will be updated to properly refect the floorplan. 5 An Electrical Sheet appears to be missing for Bldg 228- 5th floor reflecting which room lifts go to which circuits in panel 5L3 and that panel s location within the electrical room. Can this information be provided on the drawings? Bldg 228-5 Panel 5L3 is shown on sheet E136. 6 Electrical Sheet appears to be missing for Bldg 228- Basement floor reflecting the existing panel location within the electrical room B1014 panel BL2. Can this information be provided on the drawings? � Panel BL2 is shown on sheet E134. 7 Electrical Sheet appears to be missing for Bldg 200- 13th floor reflecting the existing panel location within the electrical room 1387B panel LL-13B-R. Can this information be provided on the drawings? � Panel LL-13B-R is shown on sheet E132. 8 Electrical Sheet appears to be missing for Bldg 200- 11th floor reflecting the existing electrical room, panel and panel location within the electrical room for room 1134. Can this information be provided on the drawings? � See sheet E130 for the location on panel that serves room 1134. 9 Several locations have notes stating to cut open the hard ceiling in order to install the lift supports. The areas hatched appear to be 2 x2 square. Are we to assume that 2 x2 openings are all that is required to be cut and patched at each location shown or is that to be determined by the contractor? � Refer to General Electrical Notes AA, BB located on E001 for information regarding cutting and patching. Contractor is determine existing ceiling conditions for cutting and patching requirements. 10 Is the basis of design for the new lift manufacturer the only lifts the VA will accept or can other manufacturers be submitted? � The Lift Manufacturer identified is the VA's preferred vendor/lift. However, manufacturers who have equipment that have specifications above and beyond the specifications of the ""basis of design"" equipment are acceptable and will be considered. 11 Can the VA confirm that of all the new lifts required, that there are only three (3) existing lifts that need to be removed and replaced with new ones? � Two lifts need to be replaced - (1) lift in Bldg 1 G201 and (1) in Bldg 128. There is a cross rail in Bldg 128 with no lift attached that may be causing confusion. 12 The drawings appear to have been plotted as an image rather than to a true PDF. Can the drawing be provided in true PDF format? � Available upon award. 13 This paragraph lists bariatric lifts 750-1000lbs. Drawing sheet GI0001 reflects 1 each bariatric lift. However, drawings for CLC - 1C PATIENT ROOM1C152 also reflect 1 each bariatric lift. Can the VA confirm that there are only 2 each bariatric lifts and the Lifting Capacity required for each of them? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 2.2 LIFT UNIT Follow the capacity per Spec section 117300 2.2 14 This para references 600-pound capacity lifts unless noted otherwise. Section 11 73 00 para 2.2 LIFT UNIT states Lifting capacity: 550 lbs (249.476 kg) for non-bariatric lifts. Can the VA clarify which is correct for the non-bariatric lifts? 010000 GENERAL REQUIREMENTS, para 1.3 STATEMENT OF BID ITEM(S) B Follow the capacity per Spec section 117300 2.2 15 This section specifies the Basis of Design is the Handi-Care. Is the VA going to issue a sole source justification for Handi-Care or are other manufacturers acceptable? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 1.1 DESCRIPTION The Lift Manufacturer identified is the VA's preferred vendor/lift. However, manufacturers who have equipment that have specifications above and beyond the specifications of the ""basis of design"" equipment are acceptable and will be considered. 16 This para references VA installation checklist (Patient Safety Alert AL14-07). It appears this alert is not on the VA TIL website. Can the VA provide this document? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 3.4 INSPECTION See attached 17 This para references Periodic Inspection shall be provided by the manufacturer on a yearly basis in compliance with ISO 10535. Can the VA provide what the expectations are for inspection post completion/acceptance of the project? Specification Section 11 73 00 - Ceiling Mounted Patient Lift, para 3.4 INSPECTION VA to provide annual inspections. See Project Manual Section 11 73 00 Part 1.3 Quality Assurance for project completion/acceptance requirements. 18 Can the VA provide the current life safety drawings for each of the buildings to include drawing that indicate both smoke and fire rated walls? � Available upon award. 19 Can the VA clarify where panelboards are to be installed? Section 26 24 16 PANELBOARDS was included in the specifications. See electrical drawings for panel locations 20 This para states Each room to receive new patient lifts shall be considered a Phase . The work shall be done one phase(room) at a time. Whereas the Patient Lift Locations table reflects multiple rooms under a single phase. Can the VA clarify if each room is a phase, or the rooms shown in the table the correct phasing? Section 010000 GENERAL REQUIREMENTS, para I. Phasing Each Building to be completed in entireity prior to starting an additional building. See table for the work hours and amount of rooms to be worked at 1 time. 21 This para states the Contractor shall submit and receive approval for an accepted Submittal Registry. Pages 40 47 of the specification contains a Submittal Registry. Can the VA confirm that this is the Submittal Registry for the project or can software such as Procore be used? Section 010000 GENERAL REQUIREMENTS, para 1.11 SUBMITTAL REGISTRY Contractor must develop a submittal registry including anticipated submittal dates. Contractor to utilize a Construction Administration software. 22 What is the VA review period that we should expect for submitted RFIs ? Section 010000 GENERAL REQUIREMENTS, para 1.12 REQUESTS FOR INFORMATION 7 days for RFIs and 15 days for Submittals 23 Can the VA confirm that the project schedule has to be cost loaded? Section 013216-15 PROJECT SCHEDULES, para 1.6 WORK ACTIVITY/EVENT COST DATA Yes, cost loading required. 24 Can the VA confirm that if detail 2/A502 welding is required, is the VA ok with welding above ceiling within the hospital? � Comply with Welding permit regulations. 25 Detail 2/A502 reflects Unistrut attached to the top chord of the joist, whereas detail 7/a502 reflects connection at the bottom chord. Which is correct? � Detail 2 provides guidance on when this condition is to be implemented. 26 This enlarged plan reflects section 2 for both views. Should they reference details 1 & 2/501? Drawing Sheet A115, ENLARGED PLAN 1B175 Yes, both Details apply. 27 Can the VA confirm that this is a drywall ceiling in this area and the contractor is to cut access into the ceiling, as there are no demolition notes on the sheet? Drawing Sheet A124, ENLARGED PLAN 725 Drywall ceiling to be modified as necessary to mount new ceiling lift. 28 Can the VA confirm that this is a drywall ceiling in this area and the contractor is to cut access into the ceiling, as there are no demolition notes on the sheet? Drawing Sheet A124, ENLARGED PLAN 721 Drywall ceiling to be modified as necessary to mount new ceiling lift. 29 This sheet does not indicate which sections are applicable to the space, IE details on A501 that would indicate the type of structure above? Drawing Sheet A135, ENLARGED PLAN B1025 Refer to Sheet A501 Detail 2. 30 Can the VA please provide existing finished ceiling heights for all rooms? � Building 12, Building 217(level 2) Ceiling: 10', Building 113,128,217 (level 1), Room B1-2-G226, Room B8- 1- 106R, Building 200 ( basement, level 1, level 2) Ceiling: 9', Building 200 level 7 ceiling: 10' 0'', Building 200 (room 709,716) Building 200 (level 10,11,13) ceiling: 9' 0'', Building 228 ceiling: 9' 3'' 31 Can the VA provide the floor to deck height in each room? � B1-3-D355, B1-2-G201,B1-2-G226, Building 228 Level 5, Floor to Floor: 13'. Building 12 : 11'8''. Building 113, 217 (level 1) and 228 basement 13' 8''. Building 217 level 2 Floor to Roof 14'.Building 200 basement 13' 9''. Building 200 level 1 12' 5''. Building 200 level 7, 10,11,13: 11' 3''. 32 Can the VA provide the manufacture of the existing Cubicle Curtain Tracks that are to be extended and or modified? � Existing tracks are Medcare. 33 Can the VA provide the manufacture of any new Cubicle Curtain Tracks that are required? � Follow Project Manual Bid Specifications Section 10 21 23 (Attachment 2). 34 Can the VA confirm that Cubicle Curtains are VA furnished/ VA installed? � VA furnishes and installs track curtains. 35 Please clarify that if there are ducts, electrical or any other service in that would prohibit the installation of a given lift based on the locations shown, that each instance would be worked out as a change in condition? � GC to make every effort to install lifts as designed. Unforseen conditions will be addressed as they arise. 36 The bid schedule has 60 lifts indicated, whoever the lft schedule reflects 58. Can the VA clarify if 60 lifts are required or 58? � Provide 61 Lifts. The (1) lift in Bldg 128 Room A100 can be considered to be used in one of the single track installation locations, which would then make the total 60. 1 Please confirm the SSHO duties can be fulfilled by the prime contractor superintendent. Reference: 013526 Safety Spec SSHO Yes, this is acceptable 2 Please verify that firestop needs to be installed by a firm that has been approved by FM Global? Or can firestop be installed by installers who hold a manufacturer s certification such as Hilti or 3M? 078400 Firestop Quality Assurance Firestop needs to meet the requirements of the wall. Any of the three mentioned installers are acceptable. 3 Please verify that firestop inspections are required as part of this contract. 078400 Firestop Quality Assurance Contractor to provide Quality control. VA will provide inspection. 4 Please verify the designated contractor laydown area for this project. Will construction fencing be required around job trailer, storage unit, and construction dumpster? Contractor Laydown/Storage Available upon award. 5 Will the owner move or relocate existing furniture/equipment in rooms prior to construction? Owner furniture/Equipment� � � � � � � � � � � � � Contractor to relocate existing furniture with coordination from COR. 1 Please confirm that the owner is applying and paying for the building permit or should we carry an allowance for this. General Building Permits are not required on Federal Property. 2 Based on ICRA documentation, level II containment cannot be used for high-risk group type B projects. Please confirm the level 2 designation on Sheet GI001 for the high-risk type B projects is correct. � Designation is correct and approved by Infection Control. 3 Please confirm if we need to fireproof/ fire spray the steel in the ambulance area � Not Required 4 We understand that there are some restrictions as to the number of rooms that we can work on at any one time on a floor but please confirm whether we are restricted from working in rooms on multiple floors at the same time. � No restrictions on working on multiple floors as long as the Construction schedule is followed. 5 Should we include time for punch lists for each room. If so, please confirm how many days. � AE recommends 1 punch per building to set standards. COR recommends 1 hour/lift. 6 Please provide a site plan for each building for staging our dumpsters � VA to provide guidance on Contractor Staging Areas during Pre-Construction phase. 7 Please confirm hangers for the track for the patient lift interfere with the ACT grid and lights like B1025 where the track and hangers are drawn penetrating the ACT grid. Please specify how you would like us to proceed. 095100 Acoustical Ceilings Adjust ceiling track layout to avoid existing conditions 8 Please confirm that the replacement of the existing ACT tile and grid is not included in our scope of work. � GC to confirm ACT ceiling prior to work and replace damaged ACT and Grid 9 Please provide building standards for ACT tiles and grid specifications for existing material. � Standard Room - ARMSTRONG Ceiling Tile: 1910A, 24 in x 24 in, Square Lay-In, 15/16 in Grid Size, 0.75 NRC, 12 PK or ARMSTRONG Ceiling Tile: 1721B, 24 in x 48 in, Square Lay-In, 15/16 in Grid Size, 0.55 NRC, 8 PK Cleanroom - ARMSTRONG Ceiling Tile: 1720B, 24 in x 24 in, Square Lay-In, 15/16 in Grid Size, 0.55 NRC, 12 PK 10 Please provide building standards for paint colors of doors, frames, walls and ceilings. 099000 Painting If any doors, walls, or frames need painting, contractors need to match existing. For ceilings, Hines VA prefers Benjamin Moore Flat Ceiling White. 11 Please confirm whether we are to bid for a continuous charging system or a docking station for charging the lift equipment. 110000 Equipment Docking Station is the bidding option RFI Attachment (Att1) S06 VA Alert 14-07 Proposal Due DATE / TIME: April 22, 2025, at 1:00 p.m. CST.
