Description
Request for Quote: FA8201-25-Q-AV01 Audio Visual Equipment for the Hill Aerospace Museum Hill Air Force Base, UT This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation number FA8201-24-Q-AV01 is issued as a request for proposal (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and its supplements. Local Area Set-Aside for FA8201-24-Q-AV01 This solicitation contains a local area set-aside requirement. Offerors must be geographically located within a radius that enables a guaranteed response time of four (4) hours or less to Hill Air Force Base, Utah, for onsite technical support requests made during the museum's regular business hours. Failure to meet this requirement will result in the offer being deemed non-responsive. Offerors shall demonstrate their ability to meet this requirement in their proposal. This is also a Total Small Business Set Aside announcement filed under NAICS code 334310 Audio and Video Equipment Manufacturing Size Standard 750 Employees and Product Supply Code 5836 Video Recording and Reproducing Equipment. This acquisition calls for the delivery of three audio/visual components for the Hill Aerospace Museum, equipment familiarization, as well as onsite support capability. The anticipated CLIN structure of the resulting award will reflect: CLIN 0001 DESCRIPTION: Da-Lite 38353N Portable Screen � Or equal to. Period of Performance: 90 Days ARO QTY: 1 EA CLIN 0002 DESCRIPTION: Epson EB-PU2216B Projector � Or equal to. Period of Performance: 90 Days ARO QTY: 1 EA CLIN 0003 DESCRIPTION: Epson ELPLX02S Ultra Short-Throw Lens � Or equal to. Period of Performance: 90 Days ARO QTY: 1 EA CLIN 0004 DESCRIPTION: Provide onsite instruction/training on proper equipment use to museum staff upon delivery Period of Performance: 90 Days ARO QTY: 1 EA CLIN 0005 DESCRIPTION: Provide prompt onsite technical support (troubleshooting, repair/resolution, user assistance) in the event of any issues arising with the installed audiovisual equipment during the term of the manufacture warranties, with a guaranteed response time of four hours or less for any onsite support requests made during the museum's regular business hours. Period of Performance: For the term of the manufacture warranties QTY: 1 EA All CLINs will be established on a firm fixed price basis. Proposals will be evaluated using the provision at 52.212-2 -- Evaluation -- Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Approach and Capability - The Government will evaluate the offeror�s technical approach to meet all the requirements of the Performance Work Statement (PWS), including but not limited to: Equipment Suitability: Proposed equipment (or equal to models) must meet or exceed specified technical specifications and be demonstrably appropriate for the museum environment and intended use. Integration and Functionality: Demonstrated ability to seamlessly integrate the proposed audio-visual components to ensure reliable and user-friendly operation. Training Plan: Comprehensiveness and clarity of the proposed training program for museum staff, ensuring their ability to effectively operate and maintain the equipment. Onsite Support Plan: Robustness of the proposed onsite support plan, including response times, problem-solving capabilities, and communication procedures. Factor 2: Past Performance - The Government will evaluate the offeror�s past performance on similar projects, considering: Relevant Experience: Successful delivery of projects involving the installation and support of audio-visual systems, ideally in museum or similar settings. Customer Satisfaction: Positive feedback from previous clients, demonstrating a history of meeting or exceeding expectations in terms of equipment quality, installation, training, and support. Technical Proficiency: Demonstrated ability to troubleshoot and resolve technical issues effectively and efficiently, minimizing downtime and disruption. Factor 3: Price (Equally important as Technical and Past Performance) - Price will be evaluated to determine the reasonableness and realism of the proposed cost for all work identified in this solicitation. Price is approximately equal in importance to all other evaluation factors combined: The Government seeks a balance between obtaining a fair and reasonable price and acquiring a high-quality audio-visual system that meets the technical requirements, integrates seamlessly, and is supported by a responsive and experienced team. **The due date for all proposals is 22 April, 2025 at 11:00 a.m. MST.** All questions regarding this acquisition must be submitted by 18 April 2025 at 11:00 a.m. MST to allow for the Government to assess the inquiry and provide a response.
