- SANITARY PUMPING SERVICES U.S. ARMY CORPS OF ENGINEERS BLACKHARK PARK & BAD AXE LANDING DESOTO, WISCONSIN SECTION 1 GENERAL INFORMATION BACKGROUND. Blackhawk Park is a multi-use recreation facility in Wisconsin, managed by the U.S. Army Corps of Engineers. It is located 3 miles north of De Soto, WI off STH 35 and about 30 miles south of La Crosse, WI and along the Mississippi River. Bad Axe Landings is located 3 miles south of Genoa WI, access to the Bad Axe location requires passing under a small railroad bridge. Height limit: 9� 11� Width limit: 20� 6�. SCOPE OF WORK. The Contractor shall provide all labor, transportation, fuel and equipment to perform sanitary pumping services at Blackhawk Park and Bad Axe Landings. Duties include pumping of sewage waste from the shower, administration office and maintenance buildings, sanitary disposal station, seven (7) vault privies, the campground fee collector & volunteer tank and up to two (2) portable toilets at Blackhawk Park, also, two (2) vault privies at Bad Axe Landing. Pumping shall be performed between 7:00 AM and 6:00 PM Monday thru Friday. The Blackhawk Park staff will be responsible for monitoring all vaults and will notify the contractor when pumping is needed. PERIOD OF PERFORMANCE. The Contractor shall perform services as requested by the Government. The maximum 5-year duration of the contract includes option periods, which may or may not be exercised at the discretion of the Government. Base period: 1 May through 30 November 2025 Option 1 1 April through 30 November 2026 Option 2 1 April through 30 November 2027 Option 3 1 April through 30 November 2028 Option 4 1 April through 30 November 2029 PRE-WORK CONFERENCE. Within 10 days of contract award, but prior to start of services, a pre-work conference will be held at the Blackhawk Park office. Participants shall be the contractor receiving the award and the Government POC. The purpose of this conference is to discuss contract requirements and details of contract performance. At this meeting the contractor shall be prepared to submit: a list of all employees who will be working for the contractor, proof of insurance, and a responsible safety plan/accident prevention plan. (see below) PAYMENT. The contractor shall submit a monthly invoice and upon verification of the monthly invoice amount the Government will initiate payment. SAFETY. Prior to beginning work on this contract the Contractor shall have an approved Safety Plan. This plan shall be in accordance with the most recent version of the safety manual EM 385-1-1. the safety manual is available for viewing or printing at: http://www.usace.army.mil/CESO/Pages/ EM385-1-1.aspx The Contractor shall be expected to take a vital interest in safety and educate their employees to work safely. Proper driving techniques and defensive driving shall be practiced to prevent accidents and damage to property or grounds. DAMAGE TO BUILDINGS, FACILITIES AND GROUNDS. Any damage to buildings, appurtenant structures, environmental features and grounds caused by the Contractor shall be reported to the POC within 24 hours of the incident and shall be repaired at no cost to the Government. CONTRACTOR-FURNISHED ITEMS AND SERVICES. The Contractor shall furnish everything needed to perform work under this contract. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits and for complying with any applicable Federal, State and County laws, codes and regulations in connection with the performance of the services. All disposal of sewage shall be in strict accordance with applicable state of Wisconsin and local regulations. The contractor shall submit a copy of required state permits/licenses prior to the start of work. SPECIFIC PERFORMANCE REQUIREMENTS QUOTE LINE ITEMS PUMPING AT BAD AXE LANDING. Cost per Gallon. NOTE: Access to location requires passing under a small railroad bridge. Height limit: 9� 11� Width limit: 20� 6�. PUMPING AT BLACKHAWK PARK. Cost per Gallon. There are no size restriction on entrance. Note: Pervious contractors used a 3000-gallon capacity tank. FREQUENCY OF PUMPING. During the peak season, May � September, pumping shall be scheduled weekly. Often more than one trip is needed. Also, the Government POC may notify the contractor when pumping is needed and shall take place within 48 hours. SANITARY WASTE REMOVAL LOGS. The contractor shall complete a Sanitary Waste Removal Record upon completion of pumping each day service takes place and shall drop it off at the park office. The waste removal record must include at least all of the following information: Number of gallons in the truck prior to pumping. Number of gallons in the truck after pumping all locations that day. The date of the pumping. The locations and units that were pumped. The total amount of sewage removed in gallons for that date. The Ranger(s) to receive the waste removal record will be detailed upon contract award. In addition to the above, the contractor is required to coordinate each day�s pumping with a specified Park Ranger so that the Ranger can visually inspect and document the pumping tank gauge prior to and after each day�s pumping service to validate the waste removal record. INVOICING. Send Invoice to the Government Point of contact at Blackhawk Park. Point of Contact (POC): Available at Award. TANKS AND TANKS CAPACITIES. There is a total of 19 Tanks; 17 at Blackhawk, 2 at Bad Axe. NUMBER OF TANKS AND CAPACITIES AREA Vault Capacity (Gallons) Shower Building - 3 Tanks 12,000 Sanitary Waste Station - 1 Tank 5,000 Upper Privy - 2 Tank 2,500 Admin & Maintenance Bldg. - 2 Tanks 2,000 Privy Vaults � 4 Tanks 1,000 Volunteer & Fee Collector � 2 Tanks 1,000 CXT Privy � 2 Tanks 1,000 2 Portable Privies 30 Bad Axe Landing Privy � 2 Tanks 1,000 The following information is for reference only to assist interested vendors in determining the number of trips which may be required to the site for pumping in order to price this work accordingly: Past records show average pumping totals 2020 � 2024 were roughly 274,300 gallons or approximately 91 loads using a 3000-gallon capacity tank. Total gallons are dependent on park usage.
