TREASURE COAST INDUSTRY DAY SPECIAL NOTICE: W912EP25Z0025 This announcement constitutes a Special Notice. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SPECIAL NOTICE. Respondents will not be notified of the results of the evaluation. This is a SAVE-THE-DATE special notice for a virtual industry day event on 30 April 2025 at 9:00AM EDT. All interested Offerors are required to access SAM.gov for future updates. Please view registration information and details below. The presentation slides and list of attendees will be made available and posted to the subject special notice on SAM.gov after the conclusion of the event. The U.S. Army Corps of Engineers, Jacksonville District will be holding an Industry Day event to gauge the interest, capabilities, and qualifications of various members of the Construction Community, to include Small Businesses, and to also provide information and obtain feedback from interested Offerors prior to issuance of the official solicitation. The Treasure Coast Industry Day will include the following projects: Fort Pierce Harbor Operation and Maintenance (O&M) Fort Pierce Shore Protection Project (SPP) St Lucie Coastal Storm Risk Management (CSRM) Martin County SPP These requirements are for fiscal year (FY) 2025 and 2026 award. NAICS Code 237990: Other Heavy and Civil Engineering Construction Small Business Standard: $37 million Magnitude of Construction: $10 - $25 million per contract Fort Pierce Harbor Operation and Maintenance (O&M) Project Title: Maintenance Dredging, Fort Pierce Harbor St. Lucie County, Florida Project Description Ft. Pierce Inlet is in St. Lucie County on the southeast coast of Florida connecting the Atlantic Ocean with the Indian River lagoon. The Federal channel has three components. A 1.8-mile entrance channel that passes through the 850-foot-wide Ft Pierce Inlet and connects to a 1.3-mile interior channel that connects to a 44 acre turning basin which connections to the Atlantic Intracoastal waterway. The existing entrance channel has two segments from the Atlantic Ocean is 5,700 feet long and 400 feet wide segment then the channel width changes from 400 feet to 250 feet wide channel at 3,675 feet. The entire length is -30 feet referencing Mean Lower Low Water (MLLW). The interior channel is 250 feet wide and approximately 1.3 miles in length and is maintained at -28 feet MLLW that connects to a turning basin capable of accommodating 1,100-foot vessels. The project is currently under design with expected award by October 30, 2025. Anticipated project work consists of maintenance dredging the Fort Pierce Harbor identified isolated shoals with beach quality material to be placed in a designated beach disposal area located immediately south of Fort Pierce Inlet. Non-beach quality material to be transported to and placed in the Fort Pierce Ocean Dredged Material Disposal Site (ODMDS). Offloading the beach fill will be done inside the South Jetty of Fort Pierce Inlet. Work also includes turbidity monitoring, endangered species monitoring, sea turtle non-capture trawl sweeping, and related incidental items. Fort Pierce Shore Protection Project (SPP) Project Title: Fort Pierce Beach Renourishment, St Lucie County, Florida Project Description The Federally authorized, constructed and maintained SPP is completed every two (2) years and extends southerly from the south jetty for 1.3 miles to include Surfside Park at its southern limit. The project includes Florida Department of Environmental Protection (DEP) Monuments R34 - R41. Since initial construction completed in 1971 to 13th nourishment recently completed in May 2023, 6,700,000 cubic yards of material has been placed within the project footprint. Capron Shoal is the current borrow area source for the project and has been in use since the 2nd nourishment event that occurred in 1999. The Capron Shoal is located within state waters and is approximately 4.25 nautical miles southeast from southern jetty of Fort Pierce Inlet. Offloading the beach fill will be done inside the South Jetty of Fort Pierce Inlet. While fill placement volumes have varied through the years 75 cy/ft is the typical fill placement fill density for the project. the project is currently under design with expected award by September 30, 2025. Placement volume along the shoreline is approximately 500,000 cubic yards. St Lucie Coastal Storm Risk Management Project Title: Hutchinson Island Renourishment, St. Lucie County, Florida Project Description The St. Lucie County, Florida Coastal Storm Risk Management (CSRM) project protects approximately 3.3 miles of Atlantic Ocean fronting shoreline in southern St. Lucie County. The proposed project includes beach and dune nourishment from Florida Department of Environmental Protection (FDEP) Range Monument R-98 in St. Lucie County to the Martin County line. Initial Construction of the project was completed in May 2022. Sand was obtained from an offshore borrow source in Federal waters known as Borrow Area A-1 on St. Lucie Shoal, located on the Outer Continental Shelf approximately 4 miles offshore of St. Lucie County, Florida. Recently, the project experienced storm damages due to Hurricanes Ian and Nicole. Project is undergoing design effort to expand the borrow Area to the east and with expected award by September 30, 2025. Placement Volume to be placed along the shoreline is approximately 400,000 cubic yards. Martin County Shore Protection Project Project Title: Hutchinson Island Beach Renourishment, Martin County, FL Project Description This project is the Martin County, Florida Shore Protection Project (SPP). It is located on Florida's east coast, 100 miles north of Miami and due east of Lake Okeechobee. The coastal area consists of the Hutchinson Island area, which is a barrier island, separated from the mainland by the Indian River Lagoon. Martin County�s Ocean front beaches extend for 21.5 miles between. The Federal project is approximately 4.0 miles in length and runs from the St. Lucie County line south to Florida Department of Environmental Protection (FDEP) Range (R) Monument R-25. The project was authorized by Section 101(a)(8) of the Water Resources Development Act of 1990 passed 28 November 1990 (PL 101-640) in accordance with the report of the Chief of Engineers dated November 20, 1989. The authorized plan consisted of beach nourishment of 4.0 miles of shorefront southward from the St. Lucie County line to near the limit of Stuart Public Park (R-1 to R-25) Hurricane Nicole was an extraordinary storm event that eroded an estimated 248,000 cy from the project area. Following the storm an estimated 385,000 cy will be needed to rebuild the full construction template. Proposed work will include nourishment of the full construction template. Industry is asked to provide a written response addressing the following objectives or questions: Company/Contractor name, address, point of contact, phone number and e-mail address. Does the Contractor plan to submit a bid for each of the four contracts? If all four contracts are awarded to one Contractor, would a single dredge be able to execute all work outlined in the above mentioned four contracts? If all four contracts are awarded to one Contractor and more than one dredge is used, how many of the four projects could be completed in parallel? If all four contracts are awarded to one Contractor, can all four contracts be completed in a single placement season? Could a single dredge be utilized for the work associated the Fort Pierce O&M project? What dredging equipment would a Contractor propose to use for each of the four projects? What are the production, schedule, and cost implications of a Moderate-High versus a Low Munitions and Explosives of Concern (MEC) Probability Assessment? All four contracts are subject to a Moderate-High MEC PA, which would require draghead screening on the dredge and additional material screening at the pump-out. What screening methods does the Contractor propose for use on the beach to ensure sufficient production of sand placement while effectively screening for MEC? Is the availability of screening equipment a limiting factor to execute the beach fill projects in a single season? Does the Contractor foresee any concerns with the target depth being defined as a single foot above the maximum depth at the borrow area? Does the Contractor have any concerns or input regarding any of the proposed work or borrow areas, including but not limited to the following? The fill density requirements for the Martin County Shore Protection Project The depth and layout of the St. Lucie borrow area The cut layout for the Martin borrow area The borrow area design for the Fort Pierce Shore Protection Project Based on the permitted conditions for the Fort Pierce borrow area, which cuts would the Contractor recommend achieving the placement of 500,000 cubic yards of material on the beach? Does the Contractor have any input regarding the timing of advertisement of the four (4) contracts? What are your concerns, if any, regarding the execution of these four (4) contracts? Any additional comments or remarks? Is a contractor more or less likely to bid a project based upon MEC probability assessment level or will the Contractors focus on the required limits imposed by the bid documents (screening on the dredge, screening at the pump out)? Are there suggestions to reduce construction costs? What information can the USACE provide to reduce construction costs or increase likelihood of receiving bids?
