Attachments: SF30 - SPC-HWX II - A00005 - 4-8-2025 Attachment 8 - SPC-HWX II - Government Responses - A00005 --------------------------------------------------------------------------------------------------------------------------------------------------------------------------- A00004- The US Coast Guard has received communication from multiple sources regarding the SPC-HWX II engine requirements. Indications are meeting all the requirements may not be possible in the current market. Areas that have been commented on: Spec 233-2's CFR Part 40.1042 / EPA marine commercial certification, Spec 200-4.1�s rollover/inversion capability, and operation at high angles of heel (i.e., 110 degrees). The US Coast Guard is adjusting the requirements to improve the likelihood of receiving proposals that meet the minimum requirements. Engine Emissions Requirements: At proposal submission, all engines (propulsion and generators) must have a two-year / 500-hour proven track record in the marine service in accordance with Spec 200-2.3. This serves as an indicator of reliability and maturity of the engines. Specification section 233-2 has been revised to provide allowance for impacts to EPA certificates necessitated by modification to meet the unique SPC-HWX II requirements. If modifications to the proposed engine are necessary to meet the inversion or high heel angle operational requirements, describe the modification effects on EPA certificate(s) and provide a plan to ultimately recertify the engines if necessary. Design reviews will be used to refine this plan and establish the final configuration and certification status of the engines. High Heel Angle operation (65-110 degrees): The intent is to ensure crews have sufficient power to safely maneuver in high heel-angle situations. Power must be available up to 110 degrees at which point the engine should drop to idle after 2.0 seconds in accordance with Spec 200-4.1. The specification has been updated to allow limiting engine output in high heel angle operations (i.e. 65 to 110 degrees) provided sufficient power remains available to operate the boat up to the 110-degree idle cutoff. The propulsion system may be restricted in performance while at these high heel angles without limiting the crew�s ability to manipulate the throttle controls. Design reviews will be used to discuss and refine high heel angle performance. Proposal Due Date: Due date has been updated to 23 APR 2025.
