- Sources Sought: Restoration Sources Sought Notice Number: IHS-SS-25-1505562 This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service. This notice is intended strictly for market research to determine the availability of Indian Small Businesses Economic Enterprise (ISBEE), Indian Economic Enterprises (IEE), or Other Small Businesses. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 561790, Other Services to Buildings and Dwellings. BACKGROUND Restoration Service Model of the basement at the Wagner IHS Healthcare Center. 2.1 OBJECTIVE Remediation of the previously flooded basement at the Wagner Health Center is crucial to ensure the health, safety, and structural integrity of the clinic. SCOPE Some of the key reasons for immediate action are: � Prevention of Structural Damage: Water can weaken the foundation and structural elements. Prolonged exposure to moisture and dampness can lead to cracks in the foundation, warping of floors, and erosion of load-bearing walls, risking the stability of the foundation. � Mold and Mildew Growth: Flooding creates an ideal environment for mold and mildew growth, which can occur within 24-48 hours. Mold spores not only damage the foundation but also pose serious health risks, such as respiratory issues, allergies, and other illnesses. � Health and Safety Hazards: Water and damp conditions may lead to contamination from bacteria, viruses, and other pathogens. This can create unsafe working conditions and increase the risk of disease. � Electrical and Fire Risks: Dampness in the basement can affect electrical systems, leading to short circuits if the wiring is compromised. Remediation ensures that the area is properly dried and that electrical components are inspected and repaired. All construction shall be in accordance with the most recent publications of the National Electric Code, National Fire Codes, AIA Guidelines for Construction and Equipment of Hospital and Medical Facilities, IBC, and shall be in accordance with Industry Standards. Electrical connections shall be in accordance with the NEC. CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS (IF APPLICABLE) The health facility will be in business during installation, care should be taken to not disturb the programs while the heater is being installed. The work shall be done during normal business hours 8:00 AM to 4:30 PM any changes shall be approved by the facility manager. Equipment and techniques used during the remediation shall not cause any damage to the structure or surrounding grounds. At the conclusion of the project the affected space shall be clean and free of all debris. TYPE OF ORDER This is a firm fixed price purchase order. ANTICIPATED PERIOD OF PERFORMANCE Period of Performance: 90 Days PLACE OF PERFORMANCE The Basement of Wagner IHS Healthcare Center, Wagner, SD. REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE N/A PAYMENT One-time payment in arrears after project is complete Additional Information: Contractor is notified that the Government shall not authorize or release payment for food and beverage under this purchase order. Anticipated Period of Performance: Period of Performance: 04/30/2025 through 07/30/2024. Capability Statement/Information: Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm�s own risk. The following information shall be included in the capability statement: 1. A general overview of the respondent�s opinions about the difficulty and/or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. 2. Information in sufficient detail of the respondent�s (a) current capability and capacity to perform the work; (b) prior completed projects of similar nature/size; (c) organizational experience and management capability; and (d) examples of prior completed Government contracts and other related information. 3. Documentation on the floorplans available, photographs of the project space, room descriptions, equipment available, etc. To be considered capable of fulfilling this requirement evidence of an Offerors ability to fully satisfy the requirements described above must be provided. 4. The respondents� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) Pursuant to the North American Industry Classification System (NAICS) code: 561790, Other Services to Buildings and Dwellings or comparable NAICS 5. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 6. The capability statement shall not exceed 10 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. 7. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern�s name and address). Responses will be reviewed only by IHS personnel and will be held in a confidential manner. F.
