The following changes are to be made to the solicitation: 1. THE BID OPENING DATE IS HEREBY EXTENDED FROM April 7, 2025 TO April 15, 2025 (see additional information below in red) a. VIRTUAL BID OPENING INFORMATION: 1) Reminder, there will be no in-person public bid opening process. The virtual public bid opening will be held at 11:00 AM local time on 4/15/2025 at the link and/or the phone # provided above. Ensure to include solicitation 36C25225B0002 in the email subject line. A hard copy submission is not required. Any bids received after the date and time specified for receipt of bids will be processed in accordance with FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999). 4) Ensure your complete bid including bid bond are provided in your submission. The successful low bidder is required to furnish their original bid bond within five (5) days after notification by the Contracting Officer. 5) Ensure your bid includes the ATTACHED completed: VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION). (NOTE; The CO has updated the clause by checking box (1)(iii) Special Trade Contractors.) 6) It is highly recommended that Bidders submit their bid at least one hour prior to the bid due date/time to avoid any transmission issues. II. The following changes are made on project specifications: See attached Specs and VA s RFI responses below. III. The following changes are made on project drawings: See attached drawings and VA s RFI responses below. IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information: 49. Pre-insulated piping specification 23 07 11 par. 2.7-D. references section 32 21 13 for carrier pipe specification. Please provide Section 32 21 13 as it was not included in the specification book. 49A. In section 230711 par. 2.7.D, delete the paragraph in its entirety and replace with the following: ""Refer to Section 23 21 13 Hydronic Piping for carrier pipe specifications."" 50. We submitted a question regarding the pre-insulated pipe, and the manufacturer provided the following response: *""Hello, Unfortunately, we can t bid our products in crawl spaces, tunnels, or confined spaces as they emit toxic fumes in the event of a fire, which does not meet Illinois fire code. This area must be field insulated, and anyone claiming otherwise is mistaken. Perma-Pipe cannot and will not assume that liability. Thanks.""* Given this information, would you like us to bid field-insulated pipe as per industry standards, or will the VA assume full responsibility for this? Please Advise. 50A. Amendment 0007 revises the above-ground piping from pre-insulated to field-insulated. 51. Subject: Critical Clarification on Insulated Pipe Specifications. Team, I am reaching out to follow up on this matter, as it has significant implications for the overall project cost. It has come to our attention that pre-insulated pipe cannot be installed in interior applications, as outlined in Spec 23 7 11 08. Consequently, it appears that Spec 2.7 would apply to direct bury exterior applications, while Spec 2.8 and subsequent sections would govern interior applications once the transition occurs. Given the potential impact on project scope and costs, it is crucial to receive confirmation on this interpretation at your earliest convenience. Thank you in advance for your attention to this matter. 51A. Amendment 0007 revises the above-ground piping from pre-insulated to field-insulated. 52. Bypass Control Valve and Differential Pressure Sensor Control Wire Conduit The sheet keynotes on the E plans mention that the electrical contractor is to route bypass valve electrical conduit please advise if this indicates that the conduit required for the BAS control wiring will be ran by the electrical contractor, or if the BAS contractor will be responsible for running separate conduit for the control wiring to the bypass control valve. There are not any mentions of the conduit for the differential pressure sensor please advise if the conduit required for the BAS control wiring to the differential pressure sensor will be ran by the electrical contractor or if the BAS contractor will be responsible for running conduit for the control wiring to the differential pressure sensor. 52A. The BAS contractor will be responsible for running separate conduit for the control wiring to the bypass control. Please see BAS Notes 1 in Detail D1 Piping Controls and Points List at End of Pipe Run on Sheet MP501. This note will be issued in Amendment 007. The conductor for the differential pressure sensor and bypass valve is noted on Sheet MP103. The conduit run start begins at the control panel shown in Detail E8 Tramway Mechanical Room at Building 5 Connector Plan and continues to the piping bypass located in the crawl space of Building 3. Please see Sheet Keynotes 21, 22, 24 and 26 on Floor Plan F5, Buildings 3 and 5 Floor Plan and Detail E8, and Tramway Mechanical Room at Building 5 Connector Plan. 53. I noticed on amendments 2 and 3 for this project, under section 13 on the SF 30, it requires the contractor to sign and return a copy of the amendments. But amendments 1, 4, 5, & 6 state not to. Please confirm if we need to sign and attach copies of all amendments with our bid. 53A. There are three ways for firms to acknowledge amendments. the third method is less preferable. Firms can sign each amendment and submit with their offer. Firms can write in the amendment numbers where located in the solicitation (for IFBs page 2). The third is that depending on the nature of the amendment, if the offer complies with the amendment, then the amendment has been acknowledged (kind of like the transitive property in mathematics). Example in the Contract Attorney s Desk Guide is that an amendment changed the bid time/date and the offer met that new time and date. Even if they didn t acknowledge the amendment, their actions did.
