- The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to: Yokogawa Corporation of America 2 Dart Road Newnan, GA 30265 United States This requirement is for the following: CLIN CLIN 0001 Item AQ6380-10-L1-FCC/Z 900-1650 Highest Performance Optical Spectrum Analyzer with HARD CARRING CASE AQ6370 Quantity 1 Each The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). This NAICS code has a small business size standard of 1,000 employees. The Air Force Institute of Technology (AFIT) requires the highest performance Optical Spectrum Analyzer AQ6380-10-L1-FCC/Z 900-1650, which is an indispensable and essential tool used to support Cleanroom courses EENG 636, EENG 699, EENG 777, EENG 799, EENG 899, and EENG 999 courses, designed to provide precise and reliable measurement of optical spectra within the 900 to 1650 nm wavelength range. The Yokogawa AQ6380 OSA will be better prepare students to contribute to advancements in optical technology for the Air and Space Forces, enhancing their technical skills and understanding of key concepts in optical engineering. The Government intends to standardize these instruments by purchasing the Optical Spectrum Analyzer to allow continuity of training, partnering of research and backup support within AFIT. Yokogawa is the sole vendor of the Optical Spectrum Analyzer and therefore the only vendor capable of meeting the Government requirements at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 11 April 2025 @ 1000 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
