- Amendment 0001 to SIR 6973GH-25-R-00066 is issued to make changes in Section L and J of the SIR, add a Wage Determination Attachment, add a Collective Bargaining Agreement Attachment, replace Attachments 09 and 11 and provide responses to questions from industry. SEE BELOW: *****Please acknowledge Amendment 0001 to SIR 6973GH-25-R-00066 (Block 13 on page 1 of SIR) in your proposal.***** FIRST: SIR 6973GH-25-R-00066 is removed and replaced with SIR 6973GH-25-R-00066 Rev. 1 and includes the following changes: SIR Section L. page 58 L.6(a) is updated from: excluding resumes to: including resumes. Section L. Page 56, (c) Contract Documentation - Volume I, 1) is updated from: Section B, Supplies or Services and Prices/Costs; Government format to: Signed Offer (Solicitation, Offer and Award Form, Section A). Offerors must complete Section A (Solicitation Offer and Award), blocks 12 through 17. Under Section L.5(a), Table L.1 � Proposal Organization, Volume II, Tab Number i. and ii, the Table of Contents and Evaluation Factor Matrix page limit is increased from: 1 page to: 2 pages. Section J is changed to reflect adding Attachment 26 and updating Attachments 09 and 11. SECOND: Wage Determination 2015-5227 rev. 24 is added as Attachment 26. THIRD: Current Collective Bargaining Agreement is added as Attachment 27. FOURTH: CDRL R002 (Attachment 09) is replaced by CDRL R002 Rev 1 (Attachment 09) that removes the statement �Block 12: First submission shall be provided with bid package�. FIFTH: CDRL R004 (Attachment 11) is replaced by CDRL R004 Rev 1 (Attachment 11) that removes the statement �Block 12: First submission shall be provided with bid package�. SIXTH: Questions and Answers document is attached to the public announcement. SEVENTH: All other terms and conditions remain in full force and effect. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement to furnish the required personnel, material, equipment, and facilities necessary to provide a full range of calibration services for all FAA-owned Test Equipment (TE), calibrated as required by the Statement of Work. Award will be made to the Best Value offeror deemed responsible and whose proposal is responsive to the solicitation requirements. The FAA contemplates award of an Indefinite Delivery/Indefinite Quantity type contract with 1-year base period with four (4), 1-year option periods per aircraft. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Gib Park, Contracting Specialist (AAQ-740), via e-mail at gilbert.n.park@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on March 28, 2025 to allow for adequate response time. No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, April 18, 2025. Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-25-R-00066. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, ""Late Submissions, Modifications, and Withdrawals of Submittals,"" any proposals received after the due time and date of 5:00 p.m. CST, April 18, 2025, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
