- Combined Synopsis-Solicitation for Commercial Products and Commercial Services Lieutenant Colonel Charles S. Kettles VA Medical Center Transcranial Magnetic Stimulation (TMS) System Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective January 17, 2025. This solicitation is set-aside 100% for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 Employees. The Federal Supply Code (FSC) is 6515 Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10, 5500 Armstrong Road, Battle Creek, MI 49037 is seeking to purchase one (1) Magstim Super Rapid2 Plus1 Package (100 Hz) with 110mm Double Cone Coil Transcranial Magnetic Stimulation (TMS) System (Brand-Name or Equal) for the Lieutenant Colonel Charles S. Kettles VA Medical Center located at 2215 Fuller Road, Ann Arbor, MI 48105. Interested and qualified companies shall provide quotations for the following items listed below. Any delivery/freight charges shall be incorporated into the unit price of the TMS system; delivery/freight charges not exceeding $250.00 may be listed separately.
