- Amendment 2 - The purpose of Amendment 2 is to update Instruction to Offerors Sections L2.1.4. Electronic Reference Documents and L2.1.5. Communications. The proposals submission due date is extended until April 30, 2025. Amendment 1 - The purpose of Amendment 1 is to update Instruction to Offerors Section L2.1.4. Electronic Reference Documents, Section L2.1.5. Communications, Attachment L5 - Small Business Participation Plan, and Attachment L8 - Questions and Answers. The proposals submission due date is extended until April 23, 2025. The Defense Information Systems Agency has a services requirement for Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA). This Request for Proposal is to solicit offers for this requirement. The EMBM-J is an Acquisition Category Level III level requirement to develop and further enhance EMBM-J SA capabilities to enable visualization, analyses, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility for situational awareness of the Electromagnetic Spectrum Operational Environment in support of Joint Electromagnetic Spectrum Operations for the Joint Force Commander. This requirement will procure software development/testing and engineering support for the continued development, deployment, operations, maintenance, test, training, and enhancements of the current EMBM-J SA software/system architecture using modern software methodologies and agile teams. Responsibilities include continuous integration/continuous delivery of EMBM-J SA releases within commercial cloud environments, system administration, maintaining security posture and Authority to Operate, user interface development, automation of data ingest, and enabling interoperability with military service EMBM systems and the EMBM-J Decision Support effort.
