Contractor: Riparian Management Services, Limited Liability Company (RMS, LLC) This notice is not a request for competitive quotes or proposals. This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Subpart 5.201(a), which requires agencies to make notices of proposed contract actions under a specified threshold in the GPE. The Bureau of Land Management (BLM) National Operations Center (NOC) Acquisition Office intends to negotiate and award a service contract to Riparian Management Services LLC on a sole source basis. Contract Description: This contract requires the contractor to provide Multiple Indicator Monitoring (MIM) protocol classroom (i.e. PowerPoint presentations and small-group exercises) and field (demonstration of techniques and practice of methodologies) instruction with training materials. The instruction shall result in BLM�s ability to produce more accurate and precise data collected in an efficient and cost-effective manner. These data are routinely collected to satisfy stipulations in grazing permits, biological opinions, and court-ordered settlement agreements. These data also inform management by characterizing the condition and trend of riparian and aquatic resources. The goal is to prepare competent, efficient and effective data collectors through structured classroom and field training. Contractor Provided Training Materials. In coordination with the Contracting Officer�s Representative (COR), the Contractor shall provide training materials, including MIM Frames, Two-Meter Measuring Rods, and Gravelometers. Unique Qualifications. Instructor must be a technical expert in version 2 of this monitoring protocol with adequate experience in collecting MIM indicator data and using the data entry, data analysis, and spatial analysis modules. The instructor must have a minimum of three (3) years previous experience in conducting a MIM training course. Course Objective. Overall course objective is to provide the MIM training course using BLM provided materials and Contractor provided materials as an in-depth, detailed course that covers the MIM protocol, including the selection of appropriate monitoring sites, the procedures for collecting monitoring data, and the use of three (3) separate modules (Data Entry, Data Analysis, and Statistical Analysis) to process and analyze monitoring data. The MIM training course shall also include a discussion of the Integrated Riparian Management Process (IRMP) and cover a process of planning, managing, assessing, evaluating, and monitoring riparian resources.
