- Description
- The solicitation prepared is for the acquisition of construction services at Hulrburt Field, Florida. This acquisition will result in a single award, firm fixed price contract, to a 100% small business. The acquisition objective is to convert an existing work shop in Building 90033 to a Sensitive Compartmented Information Facility (SCIF). Work shall include HVAC, fire suppression, power distribution, lighting configurations and communications. A new Intrusion Detection System (IDS) and an Access Control System (ACS) are required for the newly constructed SCIF. The contractor shall furnish all labor, materials, tools, supervision, and other items necessary to perform work under the contract specifications. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $45,000,000.00. This contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation. Additionally, FAR Part 19, Small Business Programs will be utilized. All responsible small business sources may submit a proposal. The Government reserves the right to award a contract to other than the lowest proposed price. The estimated magnitude for the project is between $1,000,000.00 and $5,000,000.00. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. Prospective Contractors must be registered in the System for Award Management (SAM) database prior to award of the contract. Offerors further advised that failure to register in the SAM Database at the proposal deadline will render your firm ineligible for award. Recommendation is to register in SAM immediately to be eligible for award in a timely manner. The Contractors Responsibility Determination to be made requires all prospective contractors to have a current NIST SP 800-171 Assessment in the Procurement Integrated Enterprise Environment (PIEE). A contractor search in the Supplier Performance Risk System (SPRS) will be made to verify each contractors assessment has been completed and the security requirements are either fully compliant or identifies a work plan to implement the remaining security requirements. Offerors who do not have a current NIST SP 800-171 Assessment (i.e., not older than 3 years old) in SPRS at the proposal deadline will render your firm ineligible for award. See attachments for more details.
