- This is a Sources Sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotes (RFQ) and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought synopsis. No basis for claim against the Government shall arise as a result from a response to this Sources Sought synopsis or Government use of any information provided. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought synopsis. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research seeking sources that provide or manufacture various paint, primers, and coatings utilized on USCG aircraft. The coating system on USCG aircraft provides the primary barrier against the severe maritime operating environments and protects the aircraft from corrosion. For these reasons, the USCG requires an aerospace high-durability coating system defined as an epoxy primer and a polyurethane topcoat produced by the same manufacturer. The primers are required to be both chromium based and non-chromium based corrosion inhibitor primers. The topcoats are required to provide an extended weatherability coating available in gloss and flat finishes. The USCG requires the coatings system to be on the Qualified Product List (QPL) of the specifications as stated in Attachments 2 & 3. Responses should state specific part numbers for each coating system that meets the standards as stated in Attachment 2 & 3. If certain container sizes as stated cannot be provided, alternate sizes should be listed in responses for the USCG to evaluate feasibility for USCG purposes. The USCG also utilizes SAE International AMS3144 (Aerospace Material Specification) Anodic Electrodeposition Primer. All primers required for this electrodeposition system must be validated by the Original Equipment Manufacturer (OEM) for use on the USCG�s equipment in order to meet the specifications and the requirements of the system. Responses to this notice should include company name, address, telephone number, and point of contact (POC). Please provide the details and terms of any standard warranty included with the product. Please respond to the following questions: 1) Is the Company a Small or Large Business? 2) Are all Federal Standard Color Numbers (FSCN), quantities, dry to tape times, and finishes outlined in Attachment 1 available? 3) Are the miscellaneous non primer or topcoat products outlined in Attachment 1 available? 4) Is the Contractor able to provide the required aircraft primer, paint and coatings? 5) Is your non-chromium epoxy primer MIL-PRF-23377 (Series), Type I, Class N QUALIFIED? Must be qualified and not �meets requirement of.� (See Attachment 2) 6) Is your chromium enriched epoxy primer MIL-PRF-23377 (Series), Type I, Class C2 QUALIFIED? Must be qualified and not �meets requirement of.� (see Attachment 2) 7) Is your polyurethane topcoat MIL-PRF-85285 (Series) TYPE IV, CLASS H QUALIFIED? Must be qualified and not �meets requirement of.� (see Attachment 3) 8) Is your Anodic Electrodeposition Primer for Aircraft Applications SAE-AMS3144 (series), Type 1, Class N, Grade 1 QUALIFIED? Must be qualified and not �meets requirement of.� 9) Is your product listed on a GSA schedule? 10) What is the coverage of your company�s paints and how many coats of FED-STD-595: 12250 Orange and FED-STD-595: 17860 White are typically required to achieve the applicable color when applied over each of the following primers: a. Non-chromium epoxy primer MIL-PRF-23377 (Series), Type I, Class N b. Chromium enriched epoxy primer MIL-PRF-23377 (Series), Type I, Class C2 c. Anodic Electrodeposition Primer for Aircraft Applications - AMS3144 (series), Type 1, Class N, Grade 1 11) What is the shelf life of your products? 12) What is your company�s policy when providing products in relation to shelf life/will the products delivered have at least 90% or more shelf life available at time of shipment? Yes/No If No, please provide your company�s policy. 13) What is your company�s policy for granting shelf-life extensions for products unopened and stored IAW manufacture recommendations? 14) Does your company base shelf life off of the time of manufacture, time product was shipped out, or some other variable? 15) What is the typical lead time/how long from the date requested to the date shipped out? 16) Does your company have an expedite process if customers are in demand of product? 17) Are there any constraints such as: Batches will not be produced until there is enough industry demand for a certain amount of product to be manufactured? Yes/No 18) Are there minimum order quantities (MOQ) placed on any specific products? 19) Are there any constraints such as: Older batches will be sold at regular price even when there is not much shelf life left? Yes/No 20) Is your company able to supply paint samples when requested by customers to compare to the Federal Standard 595C Colors standard? 21) Are your company's primers and topcoats compatible/can they be used together? After the review of the responses to this Sources Sought synopsis, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Contract Opportunities website, https://sam.gov/. Responses to this Sources Sought synopsis are not adequate responses to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this Sources Sought synopsis. Responses to this Sources Sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
