- This is a Sources Sought Notice, and this notice is being issued for market research purposes only. This notice is not a Request for Quotation or Proposal (RFQ/RFP), and a solicitation is not being issued currently. This notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition methodology. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested may assist the Government in determining the appropriate acquisition methodology. The Network Contracting Office (NCO 09), Department of Veterans Affairs, is seeking information from sources capable of providing: Reusable Medical Device (RMD) Transportation Description of Requirement The Vendor shall provide courier services to transport reusable medical devices (RMD) to and from the Veteran Administrative (VA) Community Based Outpatient Clinics (CBOCs) listed below to the designated services at the VA Tennessee Valley Healthcare System (TVHS) Alvin C. York Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129 main campus. The Courier Service process must be in accordance with ANSI/AAMI Standard 79, appropriate Department of Transportation (DOT) regulations, Veteran Health Administration (VHA) Directive 1116, and TVHS, Sterile Processing Service, Standard Operating Procedure (SOP) in the most current posting, in accordance with this Performance Work Statement (PWS). Service Contract Requirement Vendor shall provide hourly wages in accordance with U.S. Department of Labor Wage Determinations and FAR Subpart 22.10 (Service Contract Labor Standards) including Health and Welfare Benefits. The following position is applicable: 31043 Driver Courier Period of Performance TVHS seeks a long-term Courier Service contract. The contract term will be broken down in the ordering periods in the price/cost schedule. This requirement will be awarded as a firm-fixed priced contract with one abbreviated six-month base period and four one-year option periods (OP). Places of Performance Main Campuses Alvin C. York VA Medical Center 3400 Lebanon Pike Murfreesboro, TN 37129 Community Based Outpatient Clinics Charlotte Avenue VA Clinic 1919 Charlotte Avenue, Suite 100 Nashville, TN 37203 Charlotte Avenue VA Clinic 1919 Charlotte Avenue, Suite 300 Nashville, TN 37203 Chattanooga VA Clinic 6401 Shallowford Road Chattanooga, TN 37421 Clarksville VA Clinic 782 Weatherly Drive Clarksville, TN 37043 Taylor VA Dental Clinic 5580 Desert Storm Avenue Fort Campbell, KY 42223 Scope of Work VA TVHS requires reusable medical device courier services. The Vendor shall provide all necessary management, labor, equipment, vehicles, transportation, information security (HIPAA), and insurance to provide courier services to and from the TVHS Alvin C. York Medical Center to and from the CBOC addresses cited under Places of Performance. The VHA Community Based Outpatient Clinics provide a variety of outpatient primary care and specialty care services in communities closer to where eligible veterans reside, thus improving convenience, equity of access in rural/underserved areas, efficiency and effectiveness of care, and access to care for all eligible veterans. These outpatient services may include primary care, preventive care, immunizations and vaccinations, prescription of medications, social work, dental, radiology, mental health counseling and group therapy, laboratory testing, women s care, physical therapy, and referral to specialists. It should be noted that the type of medical services available at a CBOC can vary from clinic to clinic. All work is to be performed in accordance with applicable federal, state, and local regulations or ordinances bio-hazardous materials. Daily Courier Service Daily Courier services include but are not limited to the transportation of sterile and contaminated instruments. Items will be secured (locked) at-all-times while in the possession of the Vendor. Daily Courier services between the TVHS Alvin C. York Veteran s Administrative Healthcare System and CBOCs shall be provided Monday through Friday, except for federal holidays or any day specifically declared by the President of the United States to be a federal holiday. The ten federal holidays observed by the Federal Government are: New Year s Day; Martin Luther King, Jr. s Birthday; Washington s Birthday; Memorial Day; Juneteenth; Independence Day; Labor Day; Columbus Day; Veterans Day; Thanksgiving Day; Christmas Day, and any other day specifically declared by the President of the United States to be a federal holiday. Daily Courier services shall be to and from the designated Reusable Medical Devices pickup and delivery points as specified below between the TVHS Alvin C. York VA Medical Center and Community Based Outpatient Clinics: TVHS Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, building 1/ Ground floor / Room G02 for daily 9 AM (Monday through Friday) pickup of RMD clean, sterile items and totes to deliver to designated CBOC(s). Chattanooga VA Dental Clinic: 6401 Shallowford Rd, Chattanooga, TN for daily 9:30 AM and 4 PM (Monday through Friday) delivery and pickup of RMD(s). Charlotte Avenue VA Women s Clinic: 1919 Charlotte Avenue, Suite 300, Nashville, for Wednesday and Thursday only, 9:30 AM and 4 PM delivery and pickup of RMD(s). Dalton Drive VA Dental Clinic: 2291 Dalton Drive, Suite F, Clarksville, for daily 10 AM and 4 PM (Monday through Friday) delivery and pickup of RMD(s). Taylor VA Dental Clinic: 5580 Desert Storm Ave Fort Campbell, KY 42223 (TBD) TVHS Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN, building 1 / Ground floor / Room G03 for daily 2:30 PM and 5:30 PM (Monday through Friday) delivery of RMD(s) from the designated CBOCs. TVHS VA Medical Center normal hours of operation are Monday through Friday, 8:00 AM to 4:30 PM Local Standard Time. TVHS VA Sterile Processing Service is open 7 a.m. to 12 midnight. The Vendor shall be required to make pickups and deliveries at all Community Based Outpatient Clinics Monday through Friday between 8:00 a.m. and 4 PM Local Time, excluding Federal holidays or any additional Federal holiday that is declared by the President of the United States. Due to the geographical region coverage and proximity of certain CBOCs, it is anticipated that some deliveries and pickups to the VA Medical Center will occur after normal business hours. Most exterior entrances to the Medical Centers are locked between 6 PM and 6 AM the next day; outside normal business hours, decreasing access. The vendor shall use the facility s Urgent Care Center entrance to access the Alvin C. York Medical Center. The Vendor personnel shall limit their movement within TVHS facilities to necessary and designated areas. Anticipate daily maximum transport requirements for each CBOC are: RMD up to three (3) loaded totes per CBOC An equivalent number of empty totes and bags will travel from the main campus back to each CBOC daily. Totes are approximately 16 inches high x 30 inches long x 20 inches wide. They may vary in size. Routine delivery totes shall not exceed forty-nine pounds. Due to the time-sensitive nature of soiled Reusable Medical Devices, the TVHS VA Medical Center requires the following same day delivery timeframe from the following CBOCs. Reusable Medical Device deliveries to TVHS VA Medical Centers from the designated CBOCs must be delivered within four hours the same day as it is picked up. Logistics and other small deliveries must arrive no later than 3:30 PM to the Logistics Shipping and Receiving dock at each main campus. The Vendor shall provide the COR with a copy of delivery routes within five (5) business days of award. Additionally, the Vendor shall provide the COR with updated copies of delivery routes five (5) business days prior to the effective date of any changes to the established delivery routes. Additional courier services shall be required Monday through Friday, excluding federal holidays, between 8:00 AM to 5:00 PM LOCAL TIME, must be completed within three (3) hours of the request from VA. Source Sought Response Requirements The Government requests that interested parties submit a brief overview of their firm s capabilities -submit a statement of capability outlining their firm s capabilities related to this requirement stated below, and past experience with projects similar in scope to this project. All information shall be submitted in MS Word or Adobe PDF format and shall not exceed 10 pages, including all attachments. Each party s submission shall also include the following information: Organization Name Organization Address Point-of-Contact (including name, title, address, telephone number, and email address) SAM UEI Number Business Size (i.e. annual revenues and employee size) Socio-Economic Status (i.e. small business, service-disabled veteran-owned small business, etc.) NAICS Code GSA Contract Number Any other pertinent information Requirements: SDVOSB/VOSB contractors that respond must also be able to follow the limitations of subcontracting language (see Below) The response date to this Sources Sought Notice is 04/03/2025 11:00am, Central Time. VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that � If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows: [Contracting Officer check the appropriate box below based on the predominant NAICS code assigned to the instant acquisition as set forth in FAR 19.102. ] X Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6. General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. � Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States.� The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution. If VA determines that an SDVOSB/VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following: Referral to the VA Suspension and Debarment Committee; A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and � Prosecution for violating section 1001 of title 18. � The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed. The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement.� The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate. Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror s bid, quotation, or proposal.� The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
