- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified Contractors who are able to meet the requirements identified in the accompanying Statement of Work. This is not a solicitation. A solicitation will be issued at a later date. This notice does not restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any Contractor for any cost incurred in developing information provided to the Government. VHAWNYHS is seeking a vendor to provide impact paneling and handrails that shall comply with VHA Master Construction Specifications Section 06 20 00 The NAICS Code is 332323 Nonwood Construction Lumber and Related Materials. Interested Contractors are reminded that in accordance with FAR 4.12, prospective Contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Your response needs to address how you will meet the Government's requirements. A solicitation is not currently available. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources-sought announcement are not considered adequate responses to any future solicitation announcements. Statement of Work SUMMARY: This indefinite quantity/indefinite delivery (IDIQ) contract is for Inpro Architectural Products to be delivered to the Buffalo VA Medical Center 3495 Bailey Avenue Buffalo, NY 14215 and The Batavia VA Medical Center located at 222 Richmond, Batavia, NY 14020. The period of performance shall be 06/01/2025 to 05/31/2026 with the provision of four (4) option years. SCOPE: VHAWNYHS is seeking a vendor to provide impact paneling and handrails that shall comply with VHA Master Construction Specifications Section 06 20 00 DELIVERABLES: All materials shall be manufactured by Inpro Architectural Products and have a color code of (0119) Pepperdust or (02780) Sand Dune where applicable, this will ensure they match existing finishes within the VHAWNYHS. Each time an order is submitted it shall be a minimum of $10,000.00. The vendor shall provide the following: Description Part Number Aluminum Retainer 800A Vinyl Cover 800V Return 802 Outside Corner 803 Splice Assembly 804 Inside Corner 805 Vinyl Cover Bullnose 1300A Aluminum Retainer 1300A-P End Cap 1302 Outside 1303 Inside Corner 1307 Mounting Bracket 1001 Palladium Rigid Sheet Solid Colors .040 in. thick 4 ft. X 10' 40510 Top Cap 40710 Inside Corner 409 QUALITY ASSURANCE: The Government may inspect each material as received. The vendor shall be notified within 3 duty days of receipt of unacceptable materials. The contractor shall deliver replacement materials within fifteen (15) duty days of notification of unacceptable materials. WARRANTY: Vendor shall provide a one (1) year warranty on all good covered under this contract and be able to process warranty the claim within thirty (30) days. PAST PERFORMANCE: Past performance on current/ past contracts will be considered as an evaluation factor for this procurement. Past performance will be evaluated based on: Vendor fulfillment of similar prior contracts. The level of prior technical support offered by vendors. DELIVERY SCHEDULE: The approved vendor shall deliver all goods covered under this contract within thirty (30) days after receipt of each order. RECORDS MANAGEMENT: Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format (paper, electronic, etc.) or mode of transmission (email, fax, etc.) or state of completion (draft, final, etc.). No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
