- Description
- The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Technology Applications Program Office (TAPO) intends to award a non-competitive sole source follow-on contract under the authority of FAR 13.106-1(b) for the procurement of the modified Improved Vibration Control System (IVCS) Software for the MH-47G Block II aircraft. The contract will support updating the IVCS software to include changes made through a government led flight test program as well as the incorporation of additional software updates. The intended source for this procurement is Lord Corporation; 2455 Robinson RD W, Erie, Pennsylvania 16509-4675 (CAGE 76005). The intended award will result in a hybrid Firm Fixed Price, Cost-Reimbursable, and Cost-Plus Fixed Fee, purchase order. The purchase order will consist of one (1) one-year period of performance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 13.106-1(b), Only one source reasonably available. Lord Corporation is the only available source who can support modifying the IVCS software as its sole designer and developer. In addition to possessing unique knowledge and in-depth understanding of the design and operation of the IVCS system, Parker Lord maintains intellectual property rights for the IVCS. The Parker Lord IVCS system is currently qualified and installed on the MH-47G. Interested sources may identify interest and capability to respond to the requirement or submit proposals and are encouraged to provide a statement of interest along with supporting documentation. The IVCS Software has completed substantial testing and qualification. Any interested source must address how it will meet the system requirements without substantial duplication of cost and schedule. The Government will consider all capabilities statements or proposals received within the closing date set in this sources sought. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification Code is 541330, Exception 1 � Engineering Services: Military and Aerospace Equipment and Military Weapons; the standard business size is $47.0M. All interested, capable, and responsible sources must submit a response with supporting documentation to Ms. Ruth Christopher, ruth.christopher.civ@socom.mil, no later than 10:00 am Eastern Time on 14 April 2025.
