PRESOLICITATION NOTICE ONLY, THIS IS NOT A SOLICITATION Project Title: Hiner Spring Quarry Development, White River National Forest, Blanco Ranger District, Rio Blanco County, Colorado 1. Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS CODE: 212312 � Crushed and Broken Limestone Mining and Quarrying Size Standard for NAICS: 750 Employees 3. Type of Contract to be Awarded. As a result of this presolicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, �Contracting by Negotiation�. 5. Presolicitation Posting Period. This presolicitation will be posted for 16 days. 6. Contracting Office Points of Contact. Holly Hlavac, Contract Specialist, Holly.Hlavac@usda.gov 7. Contract Description. This project consists of the following major items of work on the Blanco Ranger District: Mobilization Soil erosion and pollution control work. Drainage excavation on pit access road. Controlled rock blasting may be required for production and oversize material. Produce and stockpile aggregate surface course gradation (FSSS 703-3 Table). The Government estimates a swell factor of 30% (in-place to crushed), and loss factors of approximately 5% in stockpiling and 20% in crushing. The quantities shown in the schedule of items do not include losses for stockpiling and crushing and are final accepted material quantities. Approximately 24,000 cubic yards of surface course gradation (FSSS 703-3) aggregate may be ordered. Material will be produced and stockpiled using crushing and screening methods. Partial quantities from the base and/or option item(s) may be ordered. Controlled blasting is anticipated and may be required for production and oversize material. The quarry will be developed within the existing disturbance, and no new clearing or grubbing of vegetation is expected to take place for this work. Soil erosion and pollution control work will be performed. Two cross ditches with lead outs will be constructed on the pit access road. Rounding of cut slopes and final shaping of the pit area to drain shall be completed prior to final acceptance 8. Project Location. The Hiner Spring Quarry is located off Forest Road 601.1 (Blair Mountain), approximately 1.12 miles South-East from the intersection of Forest Road 245.1 (Buford � New Castle). Latitude; 39.8374358, Longitude; -107.5649245 From New Castle, Colorado, turn North on 7th street and continue onto county road 245 for 29.1 miles. Turn Right onto Forest Road 601 towards Meadow Lake and continue for 1.3 miles and turn left onto the Hiner Spring Quarry access road. 9. Estimated Period of Performance. June 16, 2025, through October 15, 2025 10. Disclosure of Magnitude. The anticipated magnitude for this project is between $250,000 and $500,000. 11. Type of Set-aside. Total small business set-aside. 12. Responses. Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include Company Name, Unique Entity Identification, Point of Contact, Address, and indicate whether they are a Small Business, 8(a) Concern, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Business, HUBZone Small Business, Small Disadvantaged Business, or Women-Owned Small Business.
