- Please see attachments. 01 April 2025 is the final day to submit questions for question and answer for Phase 1. From date of posting the solicitation the offeror will have 10 days to provide Phase 1 proposal submissions in accordance with Section L instructions. Evaluations for Phase 1 submittals will be completed on or about 25 days. Offerors not meeting the established criteria will then be excluded from further evaluation and will be sent an unsuccessful offeror letter in accordance with FAR 15.503(a)(1). Pre-Award debriefs will be available in accordance with FAR 15.505. Offerors whose evaluated criteria have met the minimum requirements will be allowed to proceed to Phase 2 where the Past Performance factor, Resources factor, Management factor, and Small Business factor volumes will be submitted and evaluated. Information submitted in Phase 1 does not need to be resubmitted in Phase 2. Offerors will be contacted directly via E-Mail notifying of advancement to Phase 2 and for proposal submissions for Phase 2. Phase 2 submissions will be due 35 days from date of request from Procuring Contracting Officer. ATSP5 is a comprehensive engineering development and transition program that leverages advanced technologies to meet requirements of the Department of Defense and other federal government agencies for rapid acquisition, development and deployment of solutions to end users. This capability includes the development of appropriate solutions to keep a system operational, elevate sophistication level, or meet new threats. These efforts may include developing components to meet requirements for ultra-low volumes, extending component availability, or ensuring a trusted, assured, and secure supply of microelectronics; also included will be the intelligent and rapid application of advanced technologies in new applications and to add needed performance enhancements to government systems in response to traditional and irregular (asymmetric) threats and to the problems related to aging systems. Increasing warfighter capabilities and providing solutions to support problems such as reliability, maintainability and obsolescence are accomplished through the development and insertion of applications of advanced technologies. ATSP5 includes the use of state of the practice and/or legacy technologies to provide solutions. The scope of ATSP5 covers both hardware and software and includes studies, analysis, design, software, simulation, fabrication, prototyping, integration, testing, producibility, and extended limited production. The scope of ATSP5 also includes the development of viable methods and procedures for using available tools and resources, strategies for resolution of replacement alternatives, and technical interchange in support of task accomplishment.
