- 1. Purpose: This is a SOURCES SOUGHT notice for MARKET RESEARCH purposes only. The Department of the Navy, NAVFAC Far East, Japan, is conducting market research to identify potential challenges and obstacles faced by contractors when bidding on or performing under waste disposal contracts similar to the type required at Naval Air Facility, Atsugi. This information will inform the development of future solicitations and acquisition strategies. This notice does NOT constitute a Request for Proposal, Request for Quote, or Invitation for Bid, and is not a commitment by the Government to award a contract. 2. Background: The Navy requires comprehensive waste determination and disposal process support at NAF Atsugi. Specific information available in draft Performance Work Statement (PWS). 3. Specific Areas of Interest: The Navy is interested in gaining a better understanding of the following challenges and considerations related to performing this type of work in Japan: � Regulatory Compliance: Detailed information regarding specific Japanese environmental regulations, permitting requirements, or reporting obligations that pose challenges for contractors. � Technical Expertise: Identification of any specialized equipment, training, certifications, or expertise required for the waste disposal processes, and whether these are readily available in the market. � Logistical Challenges: Difficulties related to the transportation, storage, handling, or processing of waste materials, including any site-specific constraints at NAF Atsugi. � Cost Factors: Key cost drivers (e.g., disposal fees, transportation costs, labor costs, permitting costs) that significantly impact the pricing of waste disposal services. � Contract Terms and Conditions: Problematic terms or conditions encountered in previous similar contracts, and suggestions for improvement. � Competition: Factors affecting competition within the relevant market, including any barriers to entry for potential bidders. � Other Challenges: Any other relevant challenges or obstacles that contractors anticipate or have experienced with similar waste disposal contracts in Japan. 4. Capability Statement Requirements: Interested parties are requested to submit a capability statement (not to exceed five pages) addressing the specific areas of interest outlined above. The capability statement should include: A. Company Information: 1. Company Name and Address 2. Point of Contact Name, Title, Email Address, and Phone Number 3. Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) Code (if registered) 4. SAM Registration status (Indicate if registered) B. Relevant Experience: A concise description of relevant experience in waste disposal, particularly in Japan, including specific projects and clients. C. Challenge Discussion: A detailed discussion of the challenges identified in Section 3, including specific examples and supporting data where possible. D. Recommendations: Suggestions for how the Navy could mitigate these challenges in future solicitations. 5.
