- Pre-solicitation Notice of Intent to Sole Source Pre-Solicitation Notice� of intent to award a sole source contract.� This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with:� � � VECTORBUILDER INC CAGE: 82GV2 UEI: CLRZY7CGLVM1 1010 W 35TH ST STE 515 CHICAGO, IL 60609-1401 Congressional District: 04 This is not a solicitation. The Department of Veterans Affairs intends to negotiate services with OEM, SB, VECTORBUILDER INC, to perform Vector cloning service and large-scale packaging and ultra-purification service for virus deliverables located at the VAMC Providence, RI Campus. SB VECTORBUILDER INC is the only vendor that can provide the lab with the consistent services and products that they have used for their experiments. The scientists from the group have been using the services/ products from VectorBuilder for several years, including testing of the initial design of the products. VectorBuilder has the specific gene sequencing from the scientists already. In addition, different cloning constructs (i.e., backbones) are highly likely to be used by various companies, which will increase the variability for the products generated by different companies. Because of the need to continue the progress already achieved, their use of VectorBuilder in the past experiments dictates continued use for consistent results. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities SAM.gov. Statement of Work TITLE OF PROJECT AND PROJECT ID NUMBER: Title: Role of HADHA in regulating right ventricular mitochondrial structure and energetic function in pulmonary hypertension Project ID Number: PULM-001-23F VA Investigator: Gaurav Choudhary, MD The purpose and scope of this research contract is for services performed by VectorBuilder to further the research being done in Dr. Choudhary s research lab on the campus of the Providence VA. We are requesting that VectorBuilder perform Vector cloning service and large-scale packaging and ultra-purification service for virus deliverables that will be used to understand cellular and molecular mechanisms associated with right ventricular (RV) dysfunction in Pulmonary hypertension (PH); a prevalent disease in the Veteran population. Requirements: VMAC Providence is requesting that VectorBuilder perform services for the deliverables: Vector cloning service for pAAV[Exp]-{hBNP promoter (-408 to +100)}>rHadha[NM_130826.2]:WPRE (VB250210-1742jsc) Deliverable: E. coli stock AAV9 Large-scale 10 Packaging and Ultra-purification Service for VB240718-1389scj Proposal # P250212-1017zqx Deliverable: Ultra-purified custom AAV9 virus (>10 13 GC/ml, 20x500 ul), made from vector: VB240718-1389scj AAV9 Large-scale 10 Packaging and Ultra-purification Service for VB250210-1742jsc Proposal # P250212-1020kjw Deliverable: Ultra-purified custom AAV9 virus (>10 13 GC/ml, 20x500 ul), made from vector: VB250210-1742jsc Period of Performance: From date of award to completion of the services estimated to be up to twelve months. Progress and Compliance: Progress and compliance will be monitored by the Principal Investigator. Findings will be reported to the Contracting Officer Representative (COR). The contractor shall submit invoices in a timely manner to the VA Principal Investigator for approval for services provided under this contract. All invoices are subject to approval by the Contracting Officer Representative (COR). Performance under this contract is subject to all VA and VHA regulations and policies. Contractor does not need access to VA systems or VA network and will not be on station. There is no data, this is a request for a physical delivery of the product. Records Management Language for Statement of Work (SOW): The following standard items relate to records generated in executing the contract and should be included in a typical procurement contract: Citations to pertinent laws, codes, and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
