WORK ITEM 1: Impressed Current Cathodic Protection System, Reference Cells, Renew APM: Do not edit any part of the Work Item Title. 1. SCOPE 1.1 Intent. This work item describes the requirements for the Contractor to renew the designated impressed current, cathodic protection (ICCP) system reference cells. APM: Validate all GFP data. If the Spec Package's Consolidated List of GFP is changed, ensure it is changed in the source WI and GFP style is applied. Edit the table to show the actual components to be renewed. Ensure that referenced work item is also in the availability package. If this is an optional (contingency) work item, be sure that instructions to offerors are such that two prices are submitted: one for renewing a single reference cell; the other for renewing all of them. GFP table shows the total number of installed components. Quantities should be reduced to realistic values for most uses of this work item. 1.2 Government-furnished property. APM: Validate all GFP data. If the Spec Package's Consolidated List of GFP is changed, ensure it is changed in the source WI and GFP style is applied. REQUIREMENTS 3.1 General. 3.1.1 CIR. None. 3.1.2 Tech Rep. None. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.1.5 Electrical Isolation. With support from the ship�s crew, ensure ICCP system is de-energized and tagged out until post-repair operational testing is ready to be performed. 3.1.6 At the arrival conference, the Contractor must review with ship�s force (SF) representative the procedure required by UWSH manual, Chapter 19, and clarify the status of preliminary or disassembly procedure steps that ship�s force may already have completed. Then agreement must be documented on whether any uncompleted tasks designated as SF in the procedure will be completed by the Contractor or ship�s force. Submit a CFR. 3.2 Reference cell renewal. The Contractor must renew the reference cells shown in Table 1 in accordance with manufacturer�s guidance found in TP 7140, and procedural requirements of the NAVSEA Underwater Ship Husbandry Manual (UWSH) Chapter 19, Section 9. TABLE 1 � REFERENCE CELL RENEWAL LIST ID FRAME SIDE COMPARTMENT AFT ZONE RE2 65 Stbd Shaft Alley (5-64-1-Q) 3.2.1 Review and execute preliminary procedures as applicable in accordance with UWSH Manual, Section 19-9.2.1. 3.2.2 Reference Electrode Removal. The Contractor must conduct the procedure for removal of the reference cell in accordance with UWSH Manual, Section 19-9.2.2. 3.2.2.1 Due to ship�s force and SFLC previous troubleshooting efforts, the reference cell components internal to the high-hat cofferdam may already be in a disassembled state. In this case, procedural steps relevant to the internal disassembly of the RE gland assembly in this section may be skipped, but the state of the internal components prior to further disassembly must be documented. Submit a CFR. 3.2.2.2 The cable for the existing cell, if disconnected from the rubber connector which interfaces with the electrode pin, should remain in place until the new cable is ready to be run via the conduit to the junction box one deck above. 3.2.2.3 The Contractor must install the gland blanking plug in accordance with UWSH manual 19-9.2.2.10. Make report to ship�s force Engineering Department representative when watertight integrity of the is installed in accordance with 19-9.2.2.14 before proceeding further with the removal procedure. 3.2.3 Reference Electrode Installation. The Contractor must conduct the procedure for installation of the new reference electrode in accordance with UWSH Manual, Section 19-9.2.3. 3.2.3.1 In the presence of the Coast Guard Inspector, measure electrical potential of the reference cell in accordance with UWSH Manual, Section 19-9.2.3.20. Satisfactory voltage is between 550 and 650 mV. Submit a CFR.3.2.3.2 Assemble the gland assembly in accordance with UWSH Manual, Section 19-9.2.3.21 through 19-9.2.3.24. Submit a CFR. 3.2.3.2.1 After inserting the connector with cable over the RE pin, when tightening the gland nut, ensure that the cable does not rotate with the gland nut. If rotation occurs, the cable�s connection inside the connector could become damaged, so the cable must be held steady while the nut is tightened. 3.3 Reference Electrode Cable Installation. The Contractor must connect the new reference electrode cable to the existing junction box terminal board in accordance with CG Drawing 750-WMSL-320-025. 3.3.1 The existing cable may be used to assist running of the new cable through the conduit to the connection box on the deck above. Ensure 3.3.2 In presence of the Coast Guard Inspector, measure the electrical potential at the terminal board TB1 in connection box CB-K-CPS-3 relative to ground connection at the CAPAC system DC power supply. Submit a CFR. 3.3.3 Open the Aft DC power supply, and ensure that cable K-CPS-13 is connected to terminal RE2 at TB1 in accordance with CG Drawing 750-WMSL-320-025. 3.4 Restoration. With support of ship�s force, clear any tagged-out equipment and reenergize the ICCP system. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.5 Operational tests. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector, in order to demonstrate the ICCP system to be in satisfactory operating condition in accordance with TP 7140. Submit a CFR. 3.6 Mandatory Turn-in Item (MTI) removal. The Contractor must remove and turn over the following MTI(s) to the Coast Guard PA: � Reference Electrode Assembly, part number 50910-001. 4. NOTES 4.1 Useful lifespan. The useful life span of each reference cell is expected to be 10 years. If an electrode has failed prematurely, the cause should be investigated and corrected.
