- This is not a solicitation or a request for competitive quotes. Issuing Agency: Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFLCMC/HNCK), Joint Base San Antonio, Lackland AFB, TX Notice of Intent: The Air Force Life Cycle Management Center (AFLCMC/HNC) intends to award a sole-source, firm-fixed-price contract to Monode, Cage Code 301W4, 9200 Tyler BLVD, Mentor, OH 44060-1882, for the remanufacture of two (2) AFLCMC IUID Carts, Part Number VPG6420REV0850. Single Source justification in accordance with FAR 13.106-1(b)(1). Description of Requirement: AFLCMC/HNC requires the remanufacture of two (2) existing Item Unique Identification (IUID) part marking carts to sustain IUID marking operations for several more years. The contractor shall provide fully remanufactured marking carts restored to a like-new condition, including all labor, parts, materials, testing, and shipping, in accordance with OEM technical manuals and contract SOW. Key Remanufacturing Requirements: Marking Cart Component Replacement: Disassembly, inspection, and replacement of all end-of-life, damaged, or non-functioning components. Revolution Part Marking Area Expansion (Monode Revolution models only): Expansion of the part marking area to a 5.5"" diameter and enlargement of the cart enclosure. Case/Cart Refurbishment: Repair or replacement of wheels, doors, hinges, and other components to ensure full functionality. OEM Factory Operational Test: Thorough testing to verify all components and functionality meet OEM standards. Updated Marking Cart Controllers: Installation of new controllers compliant with the latest Air Force Standard Desktop Configuration (SDC) specifications at the time of award. Shipping: Contractor responsible for packaging, crating, and shipping remanufactured carts back to the originating Air Force location. Sole-Source Justification: Award to any vendor other than Monode is not possible due to the following factors: Proprietary Technology and Expertise: Monode's IUID marking carts incorporate proprietary hardware, software, marking technology, and processes that are only serviced directly by the OEM to protect their intellectual property. Lack of Authorized Resellers/Distributors: Monode does not authorize any third-party vendors to perform repair, refurbishment, or remanufacturing services on their equipment. Data Rights: The USAF does not possess the necessary data rights or technical capabilities to perform the required remanufacturing in-house.
