Boise VA Medical Center 500 West Fort Street, Boise, ID 83702 Procurement Number: 36C26025Q0369 Boise Veterans Affairs Medical Center 500 West Fort Street, Boise, Idaho 83702 Procurement Number: 36C26025Q0369 Sources Sought Notice Network Contracting Office 20 Boise Veterans Affairs Medical Center Date: March 18, 2025 Purpose This Sources Sought Request is issued pursuant to Federal Acquisition Regulation 5.201 and Federal Acquisition Regulation 5.203 to identify capable vendors and gather market research information for an upcoming competitive solicitation. The Network Contracting Office 20, supporting Boise Veterans Affairs Medical Center at 500 West Fort Street, Boise, Idaho 83702-4598, is exploring industry capabilities for a potential Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity contract. This is not a Request for Proposals, solicitation, or commitment to award a contract. Responses to this request will assist in determining the acquisition strategy, including whether a set-aside is appropriate. A Request for Proposals is anticipated to be issued on or about April 2, 2025, and will be posted on Contract Opportunities (System for Award Management.gov). Project Description The Boise Veterans Affairs Medical Center seeks information from vendors capable of providing maintenance, repair, replacement, and/or demolition services for Heating, Ventilation, Air Conditioning, and Refrigeration, plumbing, electrical, mechanical, and control systems, including ancillary construction. The work will occur at Boise Veterans Affairs Medical Center, a facility with buildings eligible for the National Historic Register. The scope includes: Plumbing and Pipe Systems: Drains, waste, vents, compressed gas systems (air, oxygen, vacuum), medical gas analysis/certification, sewer/storm drains, geothermal and domestic water lines, backflow devices, fixtures, heat exchangers, water heaters, pressure vessels, pumps, and demolition. Heating, Ventilation, Air Conditioning, and Refrigeration Systems: Ductwork, direct digital controls (Automated Logic-Web Control, Alerton Compass), variable speed drives, motors, fans, Variable Air Volume/Constant Air Volume boxes, coils, compressors, boilers, chillers, cooling towers, heat pumps, humidifiers, refrigeration units, and demolition, with testing, adjusting, and balancing. Electrical Systems: Generators (Cummins), transformers, transmission lines, conduits, panels, breakers, switches, outlets, lighting, and elevator support systems. Mechanical Systems: Medical/dental air and vacuum systems, bulk oxygen systems, compressors, and equipment supports. Support Services: Carpentry, concrete work, framing, roofing, insulation, drywall, painting, flooring, doors/windows, landscaping, and security locks/door operators. Task orders are expected to range from $2,500 to $50,000, with an estimated contract maximum of $4,000,000 over the life of the Indefinite Delivery, Indefinite Quantity contract. This amount may increase or decrease based on Government needs. The performance period is anticipated to span 5 years. Work may be required during or outside regular hours, including weekends and federal holidays, depending on Veterans Affairs requirements. Contractor Capability Requirements Interested vendors are requested to demonstrate their ability to meet the following: Licenses: Prime contractor must hold current Idaho Heating, Ventilation, Air Conditioning, and Refrigeration and plumbing contractor licenses and maintain a business location within 50 miles of Boise Veterans Affairs Medical Center to support emergency response needs. Subcontractors: Must possess Idaho licenses/certifications for their trades (for example, electrical, medical gas, backflow testing, testing, adjusting, and balancing, direct digital controls). Workforce: Journeymen and 4th/5th-year apprentices must hold valid Idaho trade certifications; a 1:1 journeyman-to-apprentice ratio with continuous onsite supervision is required; no helpers/laborers are permitted. Warranty: Materials, equipment, software, and labor must be warranted for one year from the operational date, with detailed records provided. Materials: Only Veterans Affairs-approved, current-edition parts, equipment, and software are permitted; unapproved or obsolete items must be replaced at no cost to Veterans Affairs. Direct Digital Controls: Installers/programmers must be certified Automated Logic-Web Control technicians from an authorized dealer within 50 miles of Boise Veterans Affairs Medical Center. Software: Third-party software/devices must become Veterans Affairs property, be non-proprietary, fully functional, and accessible at no additional cost. Response Time: Ability to respond within 2 hours for emergency task orders and within 2 working days for non-emergency orders. Procurement Details North American Industry Classification System Code: 238220 Plumbing, Heating, and Air-Conditioning Contractors. Size Standard: $19 million. Contract Type: Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity. Set-Aside: To be determined based on market research responses. Any additional information demonstrating technical capability and capacity to perform the described services.
