- Description
- This is a COMBINED SYNOOPSIS/SOLICITATION for COMMERCIAL ITEMS in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are requested and a written solicitation will not be issued. Specifications for New Shaft Line Components The U.S. Army Corps of Engineers, New York District is issuing this request for Quotation (RFQ) to procure and contract for all services related to the fabrication, ABS Certification and supply of two (2) new ABS Certificated Tailshaft Couplings , two (2) new ABS Certificated Propeller Shafts, and one shipset (LH and RH rotation) ABS Certified Ice Class 1C Propellers for future use in the dry-docking and repair of the U.S. Drift Collection Vessel HAYWARD. The HAYWARD is owned and operated by the U.S. Army Corps of Engineers, New York District. The Government intends to award a firm fixed price contract. Scope of Work: Statement of Work Shaft Line Component Procurement The Contractor shall perform the following tasks in accordance with drawing: 1-00012 �Prop and Shaft DET Rev-C� the Coupling details are in Detail C-3: Engine Data: Engine HP: 950 Gear Ratio: 2.758:1 Engine RPM: 900 Prop RPM: 325 CLIN 0001 The Contractor shall provide all material, labor and services required to fabricate two (2) Tailshaft Couplings for the DCV HAYWARD, the Couplings shall be fabricated and machined to all ABS and USCG standards. Each coupling shall be manufactured in accordance with the Contract Drawing. The couplings shall be fully machined. Some major coupling characteristics are as follows: ABS Grade 2 Forged Steel 8 Holes per coupling for 1 7/16� D to be reamed at assembly for 1 �� fitted Bolts. Length of Coupling shall be 13� in accordance with Drawing. Max Diameter shall be 19 �� at the face of the coupling and 12� Diameter on the Shaft End Taper of 1��/ft to fit shaft and have a slot for shaft key. ABS Maltese Cross Certification and stampings All details for the Couplings can be found in drawing 1-00012 �Prop and Shaft DET Rev-C. Each coupling shall be matched to its respective shaft and marked accordingly for installation on either the port or starboard shafts being provided in this contract. The contractor shall be responsible for providing the services of an ABS Surveyor during the manufacture and certification process of the couplings. The Contractor shall provide an ABS statement of fact that each Coupling was made with ABS-GR-2 Forged Steel. The Contractor shall provide a final report and certificate of manufacture documenting all ABS stampings and certifications. Following the completion of work in CLIN0001, the Contractor shall bluefit the couplings to the propeller shafts manufactured in CLIN0002. CLIN 0002 The Contractor shall provide all material, labor and services required to fabricate one shipset of two (2) Tailshafts for the DCV HAYWARD, the propeller shafts shall be fabricated and machined to all ABS and USCG standards. Each propeller shaft shall be manufactured in accordance with the Contract Drawing. The couplings shall be fully machined. Some major coupling characteristics are as follows: ABS Certificated Aquamet #17 shafting - 6.5� Dia x 22� 11� Length 7.5� OD Ceramalloy Bearing Sleeves Wet end Fiberglass wrapped Two (2) new coupling nuts Two (2) new propeller nuts Two (2) new propeller nut fairing caps made from NiBrAl Four (4) Shaft keys ABS Maltese Cross Certification and stampings All details for the propeller shafts can be found in drawing 1-00012 �Prop and Shaft DET Rev-C. Each shaft shall be matched to its respective coupling and marked accordingly for installation on either the port or starboard shaftline of the vessel. The contractor shall be responsible for providing the services of an ABS Surveyor during the manufacture and certification process of the propeller shafts. The Contractor shall provide an ABS statement of fact that each propeller shaft was made with ABS Certificated Aquamet #17. The Contractor shall provide a final report and certificate of manufacture documenting all ABS stampings and certifications. Following the completion of work in CLIN0002, the Contractor shall bluefit the propeller shafts to the respective propellers manufactured in CLIN0003. The contractor shall note that the propellers on the DCV HAYWARD rotate outboard at the top in the ahead direction. CLIN0003 The Contractor shall provide all material, labor and services required to fabricate one shipset of new Propellers (one LH, and one RH) for the DCV HAYWARD, the propellers shall be fabricated and machined to all ABS and USCG standards. One Left hand and One Right Hand rotation propeller shall be provided meeting the following requirements: 78� Diameter 61� Pitch 0.62 DAR 4 Blade ABS Ice Class I C for operation in �light ice� conditions Work Boat/Tug Propellers Material: ABS Grade 4 Nickel Aluminum Bronze 6.5� Standard SAE Bore, 16.25� Hub Length Puller Holes Anti-Singing Edges ISO R482-2 Class 1 fabrication tolerance ABS Maltese Cross Certification and stampings Period of Performance: The Contractor shall deliver the shaft line components within 26 weeks of notice to proceed to: Drift Collection Vessel HAYWARD Caven Point Marine Terminal 3 Chapel Ave Port Liberte Jersey City, NJ 07305 Information for Offerors: In order for a bid to be acceptable, the Offeror shall comply with the following minimum requirements: The Offeror shall have a minimum of 10 years� experience in manufacture, repair, and inspection of marine propellers The Offeror shall be certified to manufacture, work on, repair and inspect Tailshafts and couplings for ABS classed vessels. Offerors shall provide documentation with the offer to demonstrate that they comply with the minimum requirements above. The latest edition of the following FAR Provisions and Clauses are applicable to this acquisition and are incorporated in their entirety: FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009) FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Sep 2009), for paragraph (b) the following clauses apply: (1), (19), (20), (21), (22), (39); for paragraph (c) the following clauses apply: (6).
