- Amendment 01 - (3/19/2025) - The purpose of this amendment is to provide answers to questions received from interested vendors. Any responses that resulted in changes to the original statement of work (SOW) or other solicitation attachments have been incorporated accordingly. Interested vendors should review Amendment 01 documents for the most up-to-date solicitation information and ensure all proposals reflect any revised requirements outlined in this amendment. All other terms and conditions of the solicitation remain unchanged. If you have any further questions, please submit them by 03/27/2025 at 2pm CST. Combined synopsis / solicitation - (03/14/2025) - This is a combined synopsis / solicitation for commercial items and construction services, prepared in accordance with FAR 5.203 and FAR 13.5, as supplemented with additional information included in this notice. The FBI intends to award a Firm Fixed Price contract for a duration of 365 days. This acquisition is a competitive small business set-aside. Description of the work to be performed: The Dona Ana Firearms Range Complex (Range 58) located on the Fort Bliss Military Base Installation is used by the Firearms Training Unit of the Federal Bureau of Investigations� (FBI) El Paso Division (EP). The facilities constructed in 2019 consist of (1) administration facility, (1) range control tower, (30) position target range as well as other components vital to training of Special Agents of the EP Division. The parking area lacks sufficient lighting during times of low to no light which can prove to be hazardous to range visitors. The agency is seeking a vendor to install Solar Lighting to improve visibility as specified below: Solar Lighting Installation - Contractor shall: �Install complete Solar Lights Systems to provide enough illumination to meet the most up to date Illuminating Engineer Society (IES) and industry Solar Lighting standards through the range parking lot from the entrance gate to classroom building as well as to the far-reaching corner of the firearms range (see Appendix A). �The request is for solar lighting with poles to be installed providing adequate lighting for the area shown in Appendix A. � Ensure the Light level is in accordance with the Illuminating Engineering Society (IES) recommended heights for Medium Activity (e.g., office buildings, schools, apartments). A minimum to average light level according to those standards for a parking lot is acceptable. � Install poles that are Anchor Base Poles with Concrete Foundation. Any material is acceptable for the pole as long as the material meets the following standards: Wind resistance (El Paso has high wind speeds, up to 75�90 mph during storms); Corrosion resistance (due to El Paso�s dry, dusty, and sometimes alkaline desert conditions); Height and spacing (to comply with IES lighting levels); Structural strength (strong enough to support heavy solar panels and batteries if pole-mounted). �Desired operating profile is 5-7 hours (customer choice) full brightness at dusk and then dimming to 40% brightness for the remainder of the night. Systems configured to include 5-7 days of autonomy (battery back-up), for days of limited sunlight. �Provide all necessary material, parts, tools, wirings, and settings and programming to achieve the highest efficiency while meeting lighting and safety requirements. �Provide a commissioning report for each complete light system installed to verify proper operation, back-up potential, and solar capacity. �Upon installation, provide a report detailing required maintenance to the system as suggested by the manufactures warranty. �Provide a minimum of five years manufacturer warranty on battery units, 20-year on photovoltaic panels, two-year on LED bulbs, and two-year on all other parts. �Provide daily cleanup of the construction work areas, leaving them free from debris. �The contractor is responsible for providing construction dumpsters as needed and arranging delivery and emptying as needed. �The contractor shall provide portable toilets for work crews and, is responsible for making sure that all portable toilets are maintained properly including cleaning, emptying and re-supply of paper products and hand sanitizer. �The contractor shall remove all debris from the work site at the end of the project. �All work performed under this contract shall be completed by a professionally licensed contractor specializing in the field of work to be performed. All work shall be installed in accordance with the most recent codes and standards at the time of contract award.
