- The United States Army Corps of Engineers (USACE) Engineer Research and Development Center � Coastal and Hydraulics Laboratory (ERDC-CHL) has a requirement for Wind, Pressure and Wave Fields Needs for the Wave Information Study (WIS) and Coastal Hazards System (CHS). The requirement will include wind and pressure fields (and, where identified, mean daily ice concentration fields) for the Atlantic, Gulf of Mexico, Pacific, Western Alaska, and Great Lakes at pre-defined domains, grid, and time resolutions for the period of 1 Jan 2024 � 1 Jan 2025 and an option for the period of 1 Jan 2025 � 1 Jan 2026. ERDC-CHL intends to award a purchase order on a sole source basis to Oceanweather, Inc. in accordance with FAR 13.106-1(b)(1). Market research indicates that Oceanweather, Inc. is the only source for this requirement because the quality of the current wind/pressure/2D spectra files used in the WIS effort have been found to be far superior to standard WPC products and the most recent long-term CFSR hindcast estimates. The development of wind/pressure/2D spectra files to be specifically used in the WIS effort needs to continue to be derived from the same methodology and possess the high quality that has been used to date. Otherwise, there could be potentially discernible discontinuities in the data record. Enhanced Oceanweather products are needed to help keep CHS and WIS products up to date and consistent with existing products already within CHS and WIS. Therefore, Oceanweather, Inc. is the only responsible source capable of providing the wind, pressure, ice and 2D spectra files that can also be compatible and consistent with previous work. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy.
