SOURCES SOUGHT ANNOUNCEMENT FOR NEGOTIATION, PERSUASION and COMMUNICATION COURSE FOLLOW-ON THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. 1. Purpose: This is a sources sought synopsis in support of Market Research being conducted by the United States Air Force to identify potential sources for the Negotiation, Persuasion and Communication Course: 2. Requirements: 4 day in-person course on Negotiation, Persuasion, and Communication conducted at Edwards AFB, California. Specific course dates to support two separate cohorts, as determined by government, based on TPS beginning two 12-month classes annually (January and June). Course dates and cohort size will vary from year to year. Shall provide multiple modalities of instruction to include hands-on, practical application exercises. Practical application exercises shall utilize Air Force and Space Force test and acquisition-based scenarios developed from USAF Test Pilot School graduate examples relevant to future graduate�s roles in the test and acquisition enterprise. These shall include one on one and group-based negotiations. Negotiation: shall address, at a minimum, negotiation strategies, preparation, psychology, effective communication, and common errors. Persuasion: shall address, at a minimum, persuasion strategies/techniques/methods, preparation, psychology, effective communication, and common errors. Communication: techniques for effective communication, active listening skills, tone/body language/non-verbal, emotional intelligence, preparation, public speaking skills. Course material shall be relevant to students� future roles as test leaders in the U.S. Air Force and U.S. Space Force test and acquisition enterprise. Quality of instruction shall be commensurate with that of the nation's leading business school programs. Leading business school programs shall be defined as commensurate with Ivy Leage business school programs. Instructors shall have demonstrated ability to provide instruction commensurate with the standard of �nation's leading business school programs� to include executive education. �Nation�s leading business school programs� are defined as Ivy Leage schools. Must have prior experience (within the last 18 months) instructing negotiation, persuasion, and communication at the USAF Test Pilot School, ensuring content is relevant to students� future roles in the test and acquisition enterprise. Must ensure course content is available to students during and after the course. Period of Performance This is a five-year contract with 1 basic year and four option years. 3. Information requested: The Government requests interested offerors that can fully support this requirement furnish the following information: 1. Company name, UEI number and Cage Code, address, points of contact, phone numbers and e-mail addresses. 2. Information should include a brief description of experience in providing the type of support described above. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. 3. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. 4. Inquiries: Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted.
