Description
DLA Disposition Services is requiring responsible disposal and mutilation of electronic equipment with memory. Defense Logistic Agency (hereinafter Agency) on behalf of US Military organizations located at Incirlik Turkey has a requirement for disposal of electronic scrap through mutilation. Electronic equipment must be shredded or mutilated in an approved recycling process or at an approved disposal facility. Mutilation will be required and is a term used in the context of disposal and management of certain types of property. It applies to items that, due to their nature or sensitivity, must be physically altered or destroyed to prevent them from being used for their original purpose. This RFI specifically involves obsolete or excess commercial grade electronic equipment with memory. The prospective company must agree that all electronic scrap will be properly mutilated and rendered to scrap or to a state that eliminates any potential for reuse, repair, or resale. The prospective company will be required to sign a certificate of destruction or mutilation. Mutilation shall include, but is not limited to, the destruction of all circuit boards, memory components, and internal storage devices, as well as the crushing, shredding, or otherwise physically rendering the electronics unrecognizable and inoperable. All property will be rendered to scrap ensuring that it is completely decommissioned and no longer usable or reusable in any form. Disposal will be required at least annually but potentially every six months depending on quantities received at the DLA Site. Types of equipment included in this RFI: Examples of electrical or electronic items with memory include, but are not limited to: Smart TV�s, to include LCD, OLED, and Plasma Laptop computers Desktop and All In One Desktop computers Computer accessories, to include small scale servers Cell phones, to include tablets Telephones, to include answering machines Printers Plotters Preference will be for commercial firms in the vicinity of Incirlik, Turkey but the Agency will consider all facilities within the country ofTurkey. Interested firms should respond by email to the POC's listed on this RFI with subject: RFI_D4R_Turkey and answer the questions below: Interested companies must be fully permitted and qualified to handle electronic scrap material in accordance with all Turkish laws. Interested companies should indicate whether they can provide pickup and transportation of equipment or whether equipment must be delivered to their site. Interested companies should indicate whether US Government personnel will be allowed to witness mutilation. Interested companies should provide the full name of company with point of contact, also CAGE code and SAM ID if applicable.
