- United States Department of Agriculture Limited Sources Justification For task Order 12319825F0010 FAR 8.405 Federal Supply Schedules (FSS) Multiple Award Schedule Program 1. Identification of the agency and the contracting activity. 1a. Requesting Activity Agency: The U.S. Department of Agriculture, Food and Nutrition Service, Office of Information Technology (USDA/FNS/OIT) 1b. Contracting Activity: USDA/CMD 2. The nature and/or description of the action being approved. This is a Sole Source FFP action for six-months (from 03/20/2025 to 09/19/2025) as a bridge contract for the support service of the Food Programs Reporting System (FPRS) and National Databank (NDB). The USDA FNCS awarded a six-months contract to the current incumbent contractor HARMONIA HOLDINGS Group until the new systems, under development by a different company, is completed (expected by the end of FY 25). The current period of performance for the current contract 12319819F0125 will end on 03/19/2025. There are no options to extend the contract (all options including the six-months extension have been exercised). The value for this action is $1,116,663.60. 3. A description of the supplies or services required to meet the agency�s needs The U.S. Department of Agriculture, Food and Nutrition Service, Office of Information Technology (USDA/FNS/OIT) seeks the incumbent to continue to support the Food Programs Reporting System (FPRS) and National Databank (NDB) . The Contractor shall: �continue to provide technical assistance to all users of the FPRS and NDB; correct deficiencies in the current software; �make the necessary software updates/upgrades to the current software and applicable manuals as mandated by the FNS Office of Financial Management, Program Data Branch (PDB). 4. Identification of the authority for limiting sources. FAR 8.405-6(a)(1)(i)(C) � In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule. 5. Supporting rationale demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority. The Food Programs Reporting System (FPRS) and National Databank (NDB) are legacy systems, and have a corresponding modernization project that has been going on for two years (under different contractor). The plan was for the new systems to be implemented at the beginning of FY2026. Unforeseen circumstances have pushed this date further in the future, therefore FPRS and NDB still need to continue running until the new systems are fully developed. The systems are mission critical, and the agency cannot fulfill it's mission or financial responsibilities without them. FPRS and NDB are mission essential systems providing the only OMB-approved mechanism for our Programs and Financial Management to collect program and financial data. This data is published monthly to the public, OMB, Congress and the White House to provide data on things like SNAP participation and cost, CN School Lunches served, WIC participation and cost. This data is also used by Financial Management (FM) to create FNS� portion of the annual President�s Budget Submission. The data is used by our programs to monitor the operation and effectiveness of SNAP, WIC and 14 other permanent nutrition assistance programs. Without this data, our programs would not be able to maintain and monitor the agency�s nearly $150 billion in program and administrative expenditures and benefits. Without this data, FM would not be able to formulate the annual budget of more than $140 billion to submit to OMB as part of the President�s Budget. This budget formulation is a constant, iterative process throughout the year. The data itself is submitted on a daily basis from our grantees. In addition, without this data, our Program policy makers would not have the necessary inputs to inform policy decisions, which rely on these systems for all program operational and financial data. Additionally, FNS uses this data to monitor and manage all program administrative funds paid to state agencies to implement our programs. Without this data, the agency would not be able to ensure states are using the funds in an allowable manner according to regulations and laws. The agency would also not be able to closeout all of these grants, recover unliquidated obligations, and do any reallocation or spend-forward. The system is currently undergoing an intense modernization effort. It has now become clear that the new systems will not be implemented and available before the end of FY25. Only the incumbent can provide the service within the time required. The existing contractor is the only contractor to possess the knowledge to perform the required services, including programming, server and database administration, security vulnerability remediation, comprehensive user help desk, within the short time required until FNS migrate to the new system.
