1.0 Description 1.1 The Export Import Bank of the United States (EXIM) is searching for dynamic and experienced small and medium sized businesses to provide Professional Technical and Analytical Services as outlined in: EXIM PWS PROFESSIONAL TECHNICAL AND ANALYTIC SERVICES.docx CTEP RFI-SSN EXAMPLES 2025-03-17.pptx Vendor Self-Evaluation Checklist.xlsx EXIM Deliverables List.xlsx EXIM CTEP Industry Day will be held for small and medium sized businesses on April 22, 2025, 10am to 1pm ET, at 811 Vermont Avenue, NW, Room 1126, Washington, DC 20571, for those vendors able to provide Professional Technical and Analytical Services. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) - SOURCES SOUGHT NOTICE (SSN) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Quotation (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. Further, the EXIM is not at this time seeking proposals and will not accept unsolicited proposals. Vendors are advised that the government will not pay for any information or administrative costs incurred in response to this RFI-SSN; nor will it compensate any respondents for the development of such information. All costs associated with responding to this RFI-SSN will be solely at the interested party�s expense. EXIM has not made a commitment to procure any of the items discussed, and release of this RFI-SSN should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Not responding to this RFI-SSN does not preclude participation in any future RFQ or RFP, if issued. If a solicitation is released, it will be synopsized electronically. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 1.3 Vendors are not required to respond to this announcement but may find it beneficial to do so if they have questions, comments, or related items to submit. The government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government. 1.4 This requirement is currently set-aside for small to medium sized businesses under NAICS Code 541990, All Other Professional, Scientific and Technical Services, SBA Size Standard $19.5M. 2.0 Magnitude Anticipated 2.1 This is an existing requirement. The government�s anticipated magnitude of this requirement is as follows: $400k to $500k aggregate estimated value (5-years) for this requirement 3.0 Background 3.1 The Export-Import Bank of the United States (EXIM) is the official export credit agency of the United States. EXIM is an independent Executive Branch agency with a mission of supporting American jobs by facilitating the export of U.S. goods and services. When private sector lenders are unable or unwilling to provide financing, EXIM fills in the gap for American businesses by equipping them with the financing tools necessary to compete for global sales. In doing so, the agency levels the playing field for U.S. goods and services going up against foreign competition in overseas markets, so that American companies can create better-paying American jobs. Because it is backed by the full faith and credit of the United States, EXIM assumes credit and country risks that the private sector is unable or unwilling to accept. The agency's charter requires that all transactions it authorizes demonstrate a reasonable assurance of repayment; EXIM consistently maintains a low default rate and closely monitors credit and other risks in its portfolio. The purpose of this RFI-SSN is to solicit input from interested parties with the specialized capabilities necessary to meet all of the elements of the scope requirements. Additionally, this RFI-SSN is to determine the feasibility of a small business set-aside. The capabilities statement should demonstrate the interested vendor�s understanding, capability, approach, qualification, and past experience in meeting the work requirements. 5.3 EXIM personnel may contact vendors responding to this announcement to clarify a responder�s capabilities and other matters as part of this market research process prior to the EXIM CTEP Industry Day. 5.3.1 Do not include promotional materials or brochures or pamphlets in response to this RFI-SSN. 5.3.2 Only electronic copies of capabilities statements will be accepted and are to be emailed to patricia.ludlow@exim.gov 5.3.3 E-mailed RFI-SSN response shall contain the following subject line: RFI-SSN Response � EXIM CTEP Industry Day, Vendor�s Name 5.3.4 Questions regarding this announcement shall be submitted in writing by e-mail to the contracting officer, patricia.ludlow@exim.gov 5.3.4.1 Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. 5.3.4.2 The government does not guarantee that questions received after March 25, 2025, will be answered. All questions pertaining to this announcement will be answered by the posting of QandA to this RFI-SSN electronically through SAM.gov at https://sam.gov/ 5.3.4.3 It is imperative that all documents identified in the Vendor Self-Evaluation Checklist.xlsx per the RFI-SSN Response Submission List be emailed to Patricia Ludlow, Contracting Officer, at patricia.ludlow@exim.gov no later than April 7, 2025, at 5:00 pm Eastern Time. 5.3.5 NO TELEPHONE REQUESTS WILL BE ACCEPTED. 6.0 Government Set-Aside Determination 6.1 A determination by the government to proceed with the acquisition as a small business set-aside is within the discretion of the government. If capability statements are not received from at least two (2) responsible small businesses or if the government determines there are not two (2) small businesses capable of performing this requirement based upon an assessment of the capability statements received, the government may proceed with a full and open competition. 7.0 Summary 7.1 EXIM reserves the right to use any and all information submitted by, or obtained from, an interested firm in any manner EXIM determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested vendor must submit such information, the information must be clearly marked, and the interested firm must provide sufficient justification as to why such information is business confidential and/or proprietary. EXIM will review the information and safeguard it appropriately. 7.2 THIS IS A REQUEST FOR INFORMATION (RFI) � SOURCES SOUGHT NOTICE (SSN) ONLY to identify sources that can meet and provide the requirements as identified. 7.3 All submissions become government property and will not be returned.
