Special Notice Special Notice Page 1 of 2 Special Notice *= Required Field Special Notice Page 3 of 3 Please note that this is not a request for proposal nor a request for quote as there is no solicitation document available. Therefore, this is a notice of intent issued by the Department of Veterans Affairs to negotiate a limited source contract with Scriptpro, USA for the Windows 11 Upgrade. This procurement is intended to be used by VISN 12 VA Medical Centers (VAMC) and Community Based Outpatient Centers (CBOC). PERFORMANCE WORK STATEMENT Contract Title. ScriptPro Datapoint Operating System (OS) Upgrade to Windows 11 Background. The Veterans Integrated Service Network (VISN) 12, is responsible for providing health care to Veterans in the states of Wisconsin, Illinois, Upper Michigan, and northwestern Indiana and is comprised of eight medical centers and numerous Community Based Outpatient Clinics. Like all health care facilities, VISN 12 is moving away from Windows 10 OS, which is set to have its Microsoft support expired by October 14th, 2025. This move will require systems running Windows 10 to be upgraded to a current Microsoft OS, Windows 11 LTSC (Long Term Servicing Channel). Scriptpro's comprehensive, integrated, & automated software solutions support pharmacy operations & financial management at any scale. ScriptPro automation is cost effective, dependable, & space efficient allowing staff to focus on serving patients & growing the pharmacies operations. ScriptPro solutions are engineered to ensure accuracy, save time, & increase patient satisfaction. Scope. The contractor shall provide all necessary travel, professional services, licenses, hardware, installation, onsite OS upgrade along with the most recent security feature implementation, including the upgrade of current processor to Six-Core i5 processor and ScriptPro proprietary Motion Control Card, and testing of the robotic prescription dispensing systems. ScriptPro shall upgrade robotic prescription dispensing systems to the latest Microsoft SQL (Structured Query Language) database. The contractor shall coordinate all upgrade activities with COR (Contracting Officer s Representative), local site Pharmacy team, and local site Biomedical Engineering team. The Contractor shall provide one-year of maintenance support for all the new ScriptPro hardware and software upgrades. *The contractor must install the System Monitoring and Accountability Knowledge AntiMalware (SMAK-AM) toolset on all Windows-based devices prior to or as part of the installation. Performance Period. Period of performance shall start immediately after award is issued and last for 360 days. Place of Performance. The Government anticipates Contractor travel under this contract. All travel shall be incorporated into the price schedule for the contract. No travel costs will be reimbursed by VA Travel is anticipated for on-site installation, configuration, implementation, and end-to-end testing. The Government acknowledges the possible use of remote access for installation and implementation purposes, within the constraints of all applicable VA Information Security Requirements Government Furnished Equipment/Information. The Contractor shall be allowed access to Government equipment including servers and network infrastructure. Information on Government equipment and systems shall be provided as necessary. No Government-owned property will be transferred into the Contractor s control. Additional software products may be provided by the Government as identified to facilitate Contractor access, e.g. Microsoft Terminal Services. Invoicing. Invoices shall be submitted electronically via the Financial Services Center Mandatory Electronic Invoice System in arrears. Invoices must include, at a minimum, the following information: Contractor name, purchase order number, period of service the billing covers, and a list of equipment items covered during the stated period of performance. Hours of Coverage & Federal Holidays. Service will be provided during regular coverage hours of 8:00 am to 4:30pm, Monday through Friday, excluding federal holidays. However, work can be completed after hours to minimize equipment availability for patient care. The contractor shall contact the COR or his/her designee prior to commencing any work on the premises. Federal Holidays are: New Years' Day Martin Luther King Day Presidents' Day Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day Information received in response to this special notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice.
