- AMENDMENT 1: Response time has been extended to March 17, 2025 at 0800 A.M. EST. New Updated Price List is attached. Questions and Responses below. 1. I understand that this is a base + 4 option year contract. However, I only see one tab on the pricing sheet. How do we submit pricing for the other 4 option years? (Do you hold firm our pricing for all 5 years? Or does it increase at a fixed amount...?) PRICE LIST has been updated. Please use the v2 version for pricing. Thank you for catching that. 2. Please clarify evaluation criteria. Is it LPTA or best value? If best value, how will the technical/past performance be judged? The evaluation criteria is Lowest Price Technically Acceptable (LPTA) as outlined within the solicitation. 3. I understand the solicitation calls for a subcontracting plan. We qualify as a small-business & a HUBZONE. Do you still want us to submit the subcontracting plan? Small Businesses are not required to submit a small business subcontracting plan. 4. Would you like to see references? Past Performance is an Evaluation Criteria for award. 5. What do you consider when determining if an offer is ""responsible"" under FAR 9.104-1? Should we submit documentation with our proposal? Or will this be solicitated as needed? The general standards of FAR 9.104-1 apply to this solicitation. The criteria shall be reviewed separately by the Contracting Officer using existing records, however prospective offerors may submit any documentation they deem appropriate for this purpose. END AMENDMENT 1 ------------------------------------------------ This is a combined synopsis/solicitation prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 13.302 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number is 70B03C25Q00000138 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. This requirement is being solicited as a full and open competitive acquisition. The associated NAICS code for this procurement is 562111 � Solid Waste Collection. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Tucson Sector area of operations requires a Contractor to provide Solid Waste Collection Services to numerous locations throughout the Tucson Sector in accordance with the requirements outlined in the attached Statement of Work (SOW) (70B03C25Q00000138 - Attachment One). ** Prospective Quoters must provide a quote to cover all locations as required by the SOW. Partial quotes for services to some or part of the locations will not be accepted or reviewed. The deadline for receipt of quotes for this requirement is: Friday, March 14, 2025, at 1500 Eastern Standard Time (EST). Quote submissions must be submitted by email only to Contracting Officer Frank Duarte at frank.s.duarte@cbp.dhs.gov Subject line of the email should read: 70B03C25Q00000138 Quote Submission: USBP Tucson Sector Solid Waste Collection Services. All pricing submitted must be valid for up to 30 calendar days after close of the solicitation. To submit a quote, prospective quoters must be registered in the System for Award Management (SAM) website at www.sam.gov with an active registration at the time of quote submittal. Please note that in accordance with Executive Order (E.O.) 14148, �Initial Rescissions of Harmful Executive Orders and Actions,� the following FAR clauses are no longer applicable: 52.204-8 Annual Representations and Certifications (JAN 2025) 52.223-1 Biobased Product Certification (MAY 2024) 52.223-2 Reporting of Biobased Products Under Service and Construction Contracts (MAY 2024) 52.223-10 Waste Reduction Program (MAY 2024) 52.223-19, Compliance with Environmental Management Systems (MAY 2011) 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals�Representation (DEC 2016) 52.223-23, Sustainable Products and Services (MAY 2024) System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals�Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services. However, components shall not consider or use these representations. Furthermore, Contracting Officers will not consider the following representations when making award decisions or enforce requirements: Paragraph (d) and (t) of 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services; Paragraphs (b)(33), (b)(34), (e)(1)(ix), and (e)(1)(x) of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders�Commercial Products and Commercial Services. Additionally, per this deviation, in paragraph (b)(46), E.O. 14057 does not apply; Paragraphs (e)(1)(ii)(I) and (e)(1)(ii)(J) of Alternate II of 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Products and Commercial Services; and Paragraphs (a)(1)(vii) and (a)(1)(viii) of 52.213-4, Terms and Conditions�Simplified Acquisitions (Other Than Commercial Products and Commercial Services). Additionally, per this deviation, in paragraph (b)(1)(xvii), E.O. 14057 does not apply. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. Interested vendors must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly by email to the quote submission point of contact as indicated above. No phone calls please. Questions not received by the question submission deadline of: Wednesday, March 12, 2025, at 0930 EST may not be considered. THE FOLLOWING ITEMS SHALL BE SUBMITTED WITH EACH QUOTATION: TECHNICAL SUMMARY: A typed summary that addresses the technical and management approach to meet the requirements listed in the Statement of Work. Quoters must provide their full business name and System for Award Management (SAM) Unique Entity Identification (UEI) number. PAST PERFORMANCE: Relevant past performance information shall be submitted including references for the same or similar work performed for Federal, State, and local government and private clients. PRICING: Quoters shall submit pricing using the attached PRICE LIST. Pricing must be provided for all performance periods and requirements as indicated. Pricing should match the structure of the request for quote documentation and requirements. Each quoter must provide any relevant NON-PRICING responses (e.g. technical quotation, staffing plan, specifications, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. A quoter must submit sufficient information for a technical evaluation to be made by the Government to determine if the quoter's quotation meets the minimum requirements of the SOW. The Contracting Officer is not responsible for acquiring any additional information. If description/technical data/specifications are not sufficient to make a technical acceptance decision, the quotation may be determined technically unacceptable. Emailed submissions must be in separate attachments and clearly indicate what is being provided. The following criteria must be followed when submitting quotation attachments: No more than five (5) single-sided pages total for. TECHNICAL AND MANAGEMENT APPROACH. No more than three (3) single-sided pages total for PAST PERFORMANCE. Single page Price List. Due to restrictions on the size of email, ensure that all emails submitted are less than 5MB. If the quotation exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation.
