- IMPORTANT NOTE: This Sources Sought Notice is for information only. No award will be made from this Sources Sought Notice. Purpose: Engineering and Construction Management Services for the Western Colorado Health Care System in Grand Junction, CO This is a Sources Sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541330-Engineering Services (size standard of $25.5 M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this synopsis, a solicitation announcement may be published. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. Currently, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Service Contract. BACKGROUND: The Western Colorado Health Care System (WCHCS) Facility requires a Construction Management Contractor to perform Engineering and Construction Management (CM) Services related to real property as described in the following paragraphs. Project Information/Scope. Firm, hereinafter referred to as the Construction Management Contractor (CMC), shall provide Engineering and Construction Management (CM) Services Related to Real Property, on order to assist Facility Management Systems (FMS) in their roles as the facility engineer and real property management agency. The contractor s overall management responsibility is to assist the WCHCS FMS in the management of construction contracts residing with the WCHCS in Grand Junction, CO, Engineering office, as well as other related real property activities. The CMC has no authority to direct the construction contractor(s) in any way regarding methods or procedures and shall not interfere with methods of performance unless life and/or property are endangered. The designated Government representative will be responsible for and sign, all correspondence and specific directives to the contractor(s). Contractors Requirement: The CMC shall provide technically competent and appropriately qualified Engineering personnel with an engineering degree from an ABET or NAAB accredited school or equivalent or a technician who is supervised and directed by a qualified CM Engineer with at least 5 years of experience. The CMC performing construction management shall be titled Construction Manager (CM). The CM shall possess the skills and abilities to communicate effectively in English both orally and in writing and have experience in preparing correspondence, written reports, and in briefing management personnel. The CM shall have knowledge of construction scheduling methods and of building and construction crafts to verify that specific workmanship is obtained. LIMITATIONS OF SUBCONTRACTING: The Limitations of Subcontracting may or may not apply to a resulting solicitation from this Market Research. Vendors are advised to familiarize themselves with Federal Acquisition Regulation parts 19.505(a)(2) and 19.505(b)(1) as it pertains to subcontracting limitations. Vendors are also advised to familiarize themselves with 13 CFR 125.6 and the penalties described in this regulation.
