O. Box 6898, JBER, AK 99506-0898 CONTRACT INFORMATION: This is a pre-solicitation notice for a stand-alone contract to provide a Request for Proposal (RFP) for the repair of an airfield storm drain system located on Fort Wainwright, Alaska. This acquisition is a competitive 100% Small Business Set-Aside solicitation. North American Industrial Classification System code is 237110, Water and Sewer Line and Related Structures Construction. A solicitation will be available on this site and PIEE Solicitation on or about 16 April 2025. The Government intends to award one contract. The estimated magnitude of this contract will be between $8,000,000.00 - $10,000,000.00. The performance period is approximately 300 calendar days. DESCRIPTION OF WORK: This is a 2 phase design build project that will provide for the removal/replacement of catch basins and manholes, the replacement/abandonment of underground storm pipes, construction of infiltration basins, and demolition of obsolete airfield structures. The existing storm drain system has periods of time where water ponds in the infield portions of the airfield that can attract birds and causes hazards to aircraft. The project will increase efficiency within the existing system to improve drainage and supplement the system with basins that detain water without visible surface ponding. The construction will include storm drain pipe and manhole replacement, infiltration basin installation, asphalt replacement, and instrument demolition. The site improvements will include 12� storm pipe, 3-6� cobbles, storm manholes, and unclassified excavation. All offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint Ventures (JV) must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. SELECTION CRITERIA: The evaluation criteria anticipated to be listed in the solicitation are: PHASE 1: Factor 1: Past Performance (Confidence Assessment) Factor 2: Organization & Management PHASE 2: Factor 1: Technical Approach Factor 2: Proposed Schedule Factor 3: Price The Government will evaluate qualifications in accordance with the criteria described in the RFP and will award a single firm fixed price contract to that responsible phase 2 offeror whose proposal the Source Selection Authority (SSA) determines conforms to the solicitation and offers the best overall value to the Government, considering the non-price factors described in the RFP, and price, however the contract award may not exceed the contract cost limitation identified in Section 00 21 00 for this project.
