- Notice of Intent-Specialized Acupuncture Services for the Pain and Palliative Care Services Department Product Service Code: R499-Support-Profesional: Other NAICS Code: 621111- Office of Physicians (except Mental Health Specialists) Place of Performance: Bethesda, MD 20892 USA POTS: 25-004971 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to issue a fixed-price purchase order to Acupuncture & Natural Medicine LLC (Dr. Gang Peng) for acupuncture services within the Pain and Palliative Care Services Department for a base period April 1, 2025, to March 31, 2026, and four option periods. The Pain and Palliative Care Services Department requires an acupuncturist to fulfill a critical role in patient care. There are no other known acupuncturist�s available with the depth of experience and specialized knowledge required for this position. The necessary candidate must hold a valid state license to practice acupuncture in Maryland, its territories, a U.S. commonwealth, or the District of Columbia. The service provider must be in good standing with the state licensure board, have no history of felony convictions, be CPR certified, and provide their own malpractice insurance. Dr. Peng is uniquely qualified with extensive experience treating patients with advanced and/or rare illnesses, many of whom are undergoing experimental treatments as part of early-phase clinical trials, additionally holding specialized certifications or training in acupuncture research, pain management, integrative medicine, or condition-specific applications of acupuncture are preferred. Dr. Gang Peng possesses the necessary qualifications, including years of experience providing acupuncture services in an acute care hospital environment. Dr. Peng�s background as a Ph.D. researcher at the NIH uniquely positions him to serve the complex needs of the Pain and Palliative Care Services Department. Dr. Peng possesses a deep understanding of clinical trial design, biostatistics, Good Clinical Practice (GCP), and clinical research regulations. Dr. Peng�s expertise bridges acupuncture and scientific research, allowing him to apply research methodologies such as statistical analysis and study protocol development to enhance evidence-based acupuncture treatments. This integration of research and practice enables him to refine treatment approaches and contribute to best practices at the NIH Clinical Center. By incorporating scientific findings into his treatment plans, Dr. Peng helps advance knowledge on acupuncture�s mechanisms, applications, and outcomes�particularly in pain management�filling gaps where conventional treatments may be limited. ****See attached Statement of Work**** This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT), $250,000.00. Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
