- PURPOSE OF THIS ANNOUNCEMENT:This notice serves as a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation, and no response is requested at this time. A formal solicitation will follow this notice, providing full details, including the response deadline, Performance Work Statement, Instructions to Offerors, and Evaluation Factors/Basis for Award.Offerors are responsible for monitoring SAM.gov for updates, amendments, and the formal solicitation announcement.PLANNED SOLICITATION:The U.S. Army Corps of Engineers, Europe District intends to issue a Request for Proposals (RFP) for the services outlined below. The estimated release date for the solicitation is on or after 14 March 2025.The solicitation and any subsequent amendments will be posted exclusively on SAM.gov (https://sam.gov) in electronic format. Interested parties must be registered in SAM.gov to view and download solicitation documents. It is the responsibility of interested parties to ensure timely registration and to monitor SAM.gov for updates.PLANNED CONTRACT INFORMATION:The contract will be a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The planned duration is a five-year ordering period with no options.DESCRIPTION OF SERVICES:The U.S. Army Corps of Engineers, Europe District requires specialized services to mitigate erosion, restore vegetation, and rehabilitate damaged training lands at multiple U.S. military sites throughout Germany and potentially other European locations (up to 10% outside of Germany). These efforts support the U.S. Army?s Integrated Training Area Management (ITAM) program, ensuring the sustainability of military training environments while preserving natural resources.The contractor will provide all necessary labor, supervision, equipment, and materials to execute tasks such as:? Erosion control and dust mitigation? Road and trail repairs? Watercourse maintenance and habitat preservation? Check dam and retention basin construction? Installation of wooden structures and repair of sinkholes? Unexploded ordnance (UXO) surveys and removal? GIS mapping and database development? Implementation of Land Rehabilitation and Maintenance (LRAM) plans? Natural resource management to protect endangered speciesPLACE OF PERFORMANCE:Task orders under this contract will be performed primarily in Germany, with up to 10% allowance for work in other European locations.SITE VISIT/PRE-PROPOSAL CONFERENCE:None.
