Description
NASA Glenn Research Center (GRC) has a requirement for two dual band (X/Ka-band) antennas in support of NASA�s Lunar Exploration Ground Sites (LEGS). There are currently three LEGS installations planned across the globe to support the Space Communication and Navigation�s (SCaN) Near Space Network (NSN). The contract will encompass the antenna fabrication, site construction and commissioning at LEGS 2 and 3. NASA GRC intends to issue a sole source contract to acquire the items from Communications and Power Industries (CPI), LLC. Under an existing contract, CPI has completed the design of the LEGS dual band antenna system and will fabricate/commission the antenna system for LEGS 1 as well as fabricate the antenna system for LEGS 2. The antenna system is required to be identical between all LEGS installations to support communication system hand offs during critical Lunar spacecraft mission phases and to maintain compatibility with a common signal processing backend. CPI has already completed the antenna system design under a prior contract, therefore full and open competition would result in a substantial duplication of cost to NASA along with unacceptable delays to implement another design and engineering review. Furthermore, the site construction and commissioning of the CPI designed antenna system can only be reasonably performed by CPI so that they are able to guarantee its performance. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to tyler.r.braden@nasa.gov not later than 5:00pm ET on March 27, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
