Description
The U.S. Army Corps of Engineers Engineering and Support Center, Huntsville intends to increase the $160 Million shared contract capacity of the Planning and Programming (P&P) Branch � Planning, Programming and Management Support Architecture and Engineering (A-E) Services Indefinite Delivery Contracts (IDCs) III without competition. A $98 Million (to $258 Million) total shared capacity is requested to support ongoing operations. The current indefinite delivery contracts have a two-year base period with one 36-month option period. There is no anticipated change ordering period which ends 15 February 2028. There are a total of six large businesses and three small businesses in the P&P MATOC IDC pool. The proposed contract modification to increase capacity under the authority of 10 U.S.C. 2304(d)(1)(B)(i), as implemented by FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The P&P Contracts provides technical support for the planning, programming, and installation/facility management of real property in support of Department of Defense and other Government agencies and activities. Technical support includes but is not limited to master planning, identifying and quantifying facility requirements, engineering analyses, geospatial projects, facility management support, facility utilization studies, land use requirements studies and analyses, environmental documentation, energy studies, and project programming and procurement documents. Full design, construction and repair services are excluded from this acquisition. Provide a proof of facility concept analysis and development of conceptual plans (15%). Conceptual plans would establish proof of concept of the facility in question. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a written solicitation will not be issued; however, interested parties may identify their interest and capability and respond to this requirement. All responses concerning this Special Notice shall be emailed to Coronica L. Maehew at Coronica.L.Maehew@usace.army.mil no later than 1600 (4 p.m. Central Time) 24 March 2025, expressing interest and concisely outlining their capabilities and qualifications to perform the effort. Oral communications are not acceptable in response to this notice. A written response must include clear evidence of the respondent�s ability to support the described services. The Government is planning to review the Special Notice responses received as a result of this announcement. Should the Government determine there is a more sufficient means of ensuring continued services other than a modification to increase capacity of the current IDC, the government reserves the right to pursue an alternate approach. Responses will be evaluated solely for determining whether or not to conduct to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
