- C-130 Foreign Military Large Aircraft Infrared Counter Measures (LAIRCM) Block 30 Integration Program Agency: Department of the Air Force Office: AFLCMC/WLN Location: Robins Air Force Base, GA NOTICE:This is not a solicitation, but rather market research to determine potential program costs, schedule, and information for planning purposes only. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for Government review. The Government is preparing documentation to respond to a Partner Nation request for information and potentially move forward with an acquisition strategy. To meet this requirement, the United States Air Force (USAF) needs to accomplish a Government Cost Estimate. This Sources Sought is for information and budget planning only, and neither constitutes a solicitation, nor a commitment by either the Government or the Sources Sought respondent. The Government may hold an industry day at some point in the future. Providing a no-cost ROM for the C130 FMS LAIRCM Block 30 Integration Program could provide further information for Government's clarity to support an industry day if it were to occur. The Government requests all submissions fully address the requirements in this Sources Sought and conform to the format discussed later in this Sources Sought. Submitted data not complying with the requested format may not be reviewed for Government use. Finally, this Sources Sought seeks knowledge of any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past five years. PROGRAM DETAILS: The Government will conduct Market Research to seek a qualified contractor to accomplish integration of LAIRCM Block 30 on three (3) Partner Nation C-130H aircraft. The scope of the effort will require a contractor to perform, provide, and/or support activities pertaining to design, ground test/flight test, certification, documentation, integration, installation, maintenance, delivery, and sustainment of three (3) modified C-130 Aircraft. This LAIRCM Block 30 Integration Program will include a full complement of training and logistic activities to ensure implementation of an efficient sustainment program. This effort will support a Foreign Military Sales LAIRCM Block 30 Integration Program for a Partner Nation C-130H Lockheed Martin aircraft. The Partner Nation would like the modified aircraft delivered by approximately 2030. For the purposes of this Sources Sought, the estimated Period of Performance for the total effort including design, modification, and sustainment is five (5) years beginning 1 January 2026. The Partner Nation aircraft to be modified is a C-130H with C-130H LAIRCM Block 30 Delta Group A Kits. The expectation is to reuse as much non-recurring engineering as possible from the C-130H LAIRCM Block 10 configuration when designing, developing, and integrating the C-130H LAIRCM Block 30 Delta Group A Kit Upgrade. This AAQ-24 LARCM Integration Program includes the following requirements: 1.The vendor is responsible for completing the engineering design activities required for theKit to interface with the current LAIRCM Block 10 configuration on the C-130H aircraftand the Government furnished LAIRCM Block 30 B Kit. The Kit will be provided by thevendor, and when combined with the Government furnished Group B Kit, shall allow theGovernment to install an operational LAIRCM system on Partner Nation C-130H aircraft. 2.Upon completion of Delta Group A Kit development per the agreed upon schedule, a TrialKit Installation (TKI) shall be accomplished. The purpose of the TKI is to prove thevalidity of the installation design, completeness of material content, system performancethrough specified testing, and validation of the Technical Data Package (TDP). TheContractor shall furnish all manpower, parts, and materials for the manufacture,installation, and support of the TKI of the C-130H LAIRCM Block 30 Delta Group A Kitand Government furnished Group B Kit. This shall include any payload loadingequipment or test equipment required. The Contractor shall incorporate the latest LAIRCMBlock 30 software release at the time of kit install. TKI will include a fit check of theDelta Group A Kit and required testing. The Contractor shall complete the retrofit of theTKI aircraft if any configuration items require a design change which can�t beincorporated during the TKI or post-TKI. 3.The Contractor shall package, store, and ship all kits. Using the most current version ofMIL-STD-2073-1 as guidance, the Contractor shall ensure packing and preservationmethods are utilized to protect material/items against corrosion, physical and mechanicaldamage, and other forms of degradation during storage, handling, and shipment andensure all items arrive at the destination corrosion free in a safe and undamaged condition.Packaged kits shall be kept in a dedicated bonded storage area provided by the Contractorin preparation for shipment. 4.The contractor shall provide all support equipment required for the integration, ground,and flight testing. 5.The contractor shall be responsible for coordinating support needed for ground and flighttesting. 6.The contractor shall be responsible for developing all technical documentation associatedwith the integration (e.g., installation drawings, technical manuals, test plan, test reports)required for airworthiness certification. GOVERNMENT REQUEST: Interested contractors need to submit a letter of interest and responses per the below Government response format. The Government will use this information to help determine the best acquisition strategy for this program.
