- Description
- The Naval Information Warfare Systems Command (NAVWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and Global Positioning System (GPS) Navigation Program Office (PMW/A 170), intends to award a sole source, ten-year, single award Indefinite-Delivery Indefinite Quantity (IDIQ) contract for sustainment support services for the Common Data Link System (CDLS), under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source, to Cubic Defense Applications, Inc. (Cubic), 9233 Balboa Avenue, San Diego, CA, 92123. The AN/USQ-167(V) CDL system is a datalink for the transmission of signal and imagery intelligence data between national/tactical reconnaissance aircraft sensors and their associated surface ship processing systems. The CDLS must remain operational and sustained longer than anticipated. The proposed ten-year contract action contract will include a five-year base ordering period and a five-year option ordering period and will allow for the procurement of sustainment support services and spares. The estimated value of the proposed contract action is $14.8 Million (M). Cubic is the only qualified source capable of performing highly specialized engineering services for depot-level maintenance, repair, and sustainment of the AN/USQ-167(V) CDL system without creating unacceptable delays in fulfilling the Navy's requirements and is the only source capable of fulfilling the CDLS program's requirements without a substantial duplication of costs to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. A competitive solicitation will not be posted.
