Description
Notice of Intent to Sole Source a Multisystem Service and Maintenance Agreement contract to support AutoLab AL0157 and AL0169. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to New England Research, Inc. (NER) for a Multisystem Service and Maintenance Agreement contract to support AutoLab AL0157 and AL0169. The maintenance agreement ensures continued use of the equipment (or software) and covers upgrades of the system necessary to keep the units operable within the NETL operating environment. Failure to continue the maintenance agreement through NER would put NETL at risk of failure or loss of equipment that could severely impact useability and research. NER is the original equipment manufacturer (OEM) and has proprietary knowledge of the AutoLab AL0157 and AL0169 equipment and software. The instrument must be properly maintained with the unique specifications in which only the OEM, NER, can maintain. The anticipated period of performance for this requirement is for 12 months after the date of award, and includes two, one-year optional periods through 2028. This is considered a sole source to NER because, to the best of the NETL�s knowledge, based on market research conducted, NER is the only known source that can provide this Multisystem Service and Maintenance Agreement contract. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 12:00 P.M. ET on March 26, 2025. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
