- January 23rd, 2025 Project Number: TBD Roofing repairs to various roofs (10 total) at Salem VA Hospital Statement of Work January 23rd, 2025 Salem Veterans Affairs Medical Center Statement of Work: This solicitation is for important and urgently needed roofing repairs on several building locations at the Salem VA Medical Center to involve ballasted EPDM roof repairs and EPDM roof repairs. The qualified Contractor shall furnish all labor, materials, tools, equipment, transportation, freight, lift equipment rental, disposal fees and qualified supervision necessary to make repairs on ten buildings (see Items 1-10 below). All repairs must match exiting as closely as possible. The intent is that once repairs are complete, the average viewer will not be able to perceive that any repairs have taken place. This is to preserve the historicity of our buildings. The Roofing Contractor will be responsible for disposing of all trash and debris off station. Attached below are details of the work areas (10 Buildings total) in question. It is understood that written descriptions provided are to assist the bidder in understanding the scope of work but may not be completely comprehensive. If requested, a site visit will be facilitated with FMS staff here at the Salem VA Medical Center. The work labeled as priority work shall be completed within 21 days (repairs are urgently needed) from starting the project, not withstanding any unforeseen complications or inclement weather that prevents the contractor from working safely. Work may be completed during normal work hours from 7:00 AM to 5:00 PM and on weekends and holidays. Contractor may be working in an area near a clinic that tests veteran patients for COVID-19. Contractor shall adhere to the Medical Centers policy on wearing personal protective equipment (PPE) and practice social distancing. Contractor shall provide all employees working on the project with all needed PPE items at their own expense. Brief summary of the facilities PPE policy is that a face mask must be worn if you are within 6 feet of another person, face shields or goggle shall be worn in certain areas of the facility. Solicitated estimates for this work should be fair and competitive. The magnitude of construction is between $25,000 and $100,000. VA Construction Specifications Link: MASTER CONSTRUCTION SPECIFICATIONS (PG-18-1) - Office of Construction & Facilities Management (va.gov) Please see VA Construction Specification for EPDM Roofing - Section 07 53 23 for additional information WRITTEN SCOPE OF WORK: Building 16 is a newer EPDM type roof. However, the seals around the scuppers have failed and need resealing/repairs. The roof itself is in good shape. Additionally, when this new roof was installed several years ago, the contractor bent up all the copper metal cap/flashing under the stonework. This flashing needs to be bent back into shape and all the copper metal seams need sealing. This work is considered priority work and it is requested that this work be addressed first when the awarded contractor arrives on station. Building 76 is a very old EPDM roof. This is the roof directly above the elevator equipment room for Building 76. This roof has a large missing area of roofing in the middle area and needs patching (large target patch). Additionally, all around the edges of this roof attention and sealing is needed. This roof will be considered for full replacement, but this repair work (target patch and edge sealing) is the immediate need. This work is considered priority work and it is requested that this work be addressed ahead of other work included in this scope of work when the awarded contractor arrives on station. Building 14 is an EPDM roof. This roof received a lot of repair work recently; however, we still have a few leaks in this roof. This roof needs to be carefully looked at once again. FMS will assist with identifying the locations of the remaining active leaks. This work is considered priority work and it is requested that this work be addressed ahead of other work included in this scope of work when the awarded contractor arrives on station. Building 15 is an EPDM roof. This roof received a lot of repair work recently; however, we still have a few leaks in this roof. This roof needs to be carefully looked at once again. FMS will assist with identifying the locations of the remaining active leaks. This work is considered priority work and it is requested that this work be addressed ahead of other work included in this scope of work when the awarded contractor arrives on station. Building 2A is an EPDM roof. We have an active leak along the wall over the ambulance entrance. This needs to be inspected and repaired. The tunnel between building 10 and building 11 has an active leak. This needs to be inspected and repaired. Building 4 (lower) is a TPO roof over the main kitchen for the Salem VA Medical center. This roof has leaks around various roof penetrations and all around the edge of the roof where the termination bars are and the counter flashing. This needs to be inspected and repaired. Building 4 (upper) is a ballasted EPDM roof. This roof has several roof leaks that need inspection and repair. Additionally, the metal edging around the peri miter of the building needs to be resecured and sealed. Building 143 lobby transom area is an EPDM roof. There are several roof leaks along the glass transom over the main lobby. The length of this glass transom needs to be inspected and repaired along the termination bars and counterflashing. The lower roof of Building 13 (old chiller plant) is a ballasted EPDM roof. This roof has damage from a recent windstorm and needs two large target patches (6 x 6 ) and additional inspection and repairs. 11. The damaged metal siding of Building 13 at the Salem VA Medical Center. Presently, there is an area of siding that has blown off the building leaving a large open exposed area. Immediately inside the area exposed is electrical equipment that is tarped to keep any water off. The opening, because of the wind damage, is also tarped as a temporary protective measure. Contractor shall remove or trim any existing vertical metal siding as necessary to facilitate a nice, professional and workmanship like fit for new vertical siding. Seams shall be caulked as appropriate to provide the best possible waterproof surface as able. The replacement panels of metal siding shall be fabricated to match existing as closely as possible. The intent is that once repairs are complete, the average viewer will not be able to perceive that any repairs have taken place. This is to preserve the historicity of our buildings. Additionally, the contractor shall include labor, equipment and materials needed to install additional screws around the existing metal siding to better secure the remaining existing metal siding against any future windstorm damage. The Roofing Contractor will be responsible for disposing of all trash and debris off station. Attached below is a photo of the work area.
