Description
The Government intends to award a Single Indefinite Delivery / Indefinite Quantity (ID/IQ) contract to the Quoter using Simplified Acquisition Procedures under FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, whose quote received an acceptable technical capability rating, an acceptable past performance rating with the lowest price. The Government will evaluate Factor I ""Technical Capability"" to determine acceptability, Factor II ""Past Performance"" to determine acceptability, and Factor III ""Price"" to determine the successful awardee in the order listed. A rating of ""Unacceptable"" in any of the technical subfactors or past performance will make the quote ineligible for award. The Contactor shall provide, at a minimum, testing capabilities for the tests identified in Attachment 04 - Schedule of Required Test. The Contractor shall provide any confirmatory testing and additional tests required per CAP guidance upon written approval. All laboratory testing shall be executed in accordance with standard industry practices. All tests shall be executed at the Contractor's premises, or within the Contractor's network of laboratories (affiliate or qualified subcontractor). The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. Ordering Period: 1 May 2025 - 30 April 2026 Option to Extend Services under FAR 52.217-8: 1 May 2026 - 31 October 2026
