Description

Intent to Sole Source: 1305M220CNWWR0062 P25006 NOAA Weather Radio Maintenance- Wyoming Title: NOAA National Weather Radio Maintenance- Wyoming Sites This announcement constitutes public notice of the National Weather Service Central Region, National Oceanic and Atmospheric Administration�s (NOAA) intent to award a sole source, Firm-Fixed-Price type modification agreement to extend services for (3) three months via FAR 52.2178-, Option to Extend Services (NOV 1999) to Double R Communications, Inc., in order to provide routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for fifteen (15) sites within the state of Wyoming. These services include, but are not limited to: on-site routine maintenance, routine remote monitoring, site outage and restoration as well as miscellaneous services as required. This requirement will be negotiated as other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 13.106(b)(2). Interested persons who are capable of providing 50% or more of the maintenance services described herein who possess prior experience with maintenance services for weather radio transmitters of a similar size and scope may respond to the requirement or submit proposals which provide clear and convincing evidence that they can meet the Government's requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, Double R Communications, Inc., has maintained NWR transmitters despite their remote locations and has been granted access to the public and private entities in the State of Wyoming that own the communications networks that handle all NWR transmissions. Double R Communications, Inc., has been determined to be the only source capable of meeting the Government�s requirements. The applicable NAICS code for this requirement is 811210- Electronic and Precision Equipment Repair and Maintenance and has a Small Business Size Standard of $34 Million. The Government does not intend to pay for any information received in response to this announcement. All responses to this Intent to Sole Source shall be sent to the attention of Nicole Collins, (Nicole.Collins@noaa.gov) and Richard Barzaghi (Richard.Barzaghi@noaa.gov) no later than Monday, March 10, 2025 at 10:00 AM (PST).
