Description
The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein is to develop the 13th and 14th editions of Countermeasures That Work and the 2nd edition of Countermeasures At Work. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA�s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. This Contract addresses the issue of countermeasures that work. The public health approach to traffic safety has resulted in a mix of countermeasures, and the choices among them are driven by research on their effectiveness. Generally, this approach includes some combination of countermeasures aimed at improving safety in terms of improved vehicles, education, improved roads, enhanced road user perception and behavior, and better enforcement of traffic safety laws. In 2005, the Governors Highway Safety Association (GHSA) and NHTSA developed a guide of Countermeasures That Work for State Highway Safety Offices (SHSOs). The guide serves as a basic reference on traffic safety measures which is updated regularly to include new countermeasures, new research, and new traffic safety problem areas, when appropriate. Countermeasures That Work addresses countermeasures in the ten program areas of alcohol- and drug-impaired driving, seat belt use and child restraints, speeding and speed management, distracted driving, drowsy driving, motorcycle safety, young drivers, older drivers, pedestrian safety, and bicycle safety. Each of these topic chapters includes a short background section relaying current data trends that is followed by a description of applicable countermeasures, and an explanation their effectiveness, use, cost, and time to implement. The guide additionally provides a list of resource websites and references for each topic. In 2022, CMTW was adapted for use on NHTSA�s website. This version included features that allow users to search/filter countermeasures and create personalized �books� that include only pages and information from the book which the user selects. In 2023 this �E-CMTW�s� content was updated to reflect the release of the 11th edition of CMTW. Originally, updates to CMTW occurred yearly; however, more recent edition updates are conducted biennially. With E-CMTW, chapters may be updated on the website individually throughout the 2 years, resulting in the complete CMTW publication being updated biennially. Objective(s): The aim of this contract is to update the Countermeasures That Work guide as appropriate and necessary. If significant research has been conducted on a particular program area since the last publication, and the research has provided new findings, then the relevant subject pages in the Countermeasures That Work guide will be updated and revised. While most traffic safety program areas under the jurisdiction of SHSOs are covered in the 12th edition of Countermeasures That Work and NHTSA does not anticipate adding new chapters covering additional program areas to future editions, it is possible that one additional chapter will be added or a current chapter divided into two separate chapters. For major highway safety program areas, the updated guide (following the outline of previous editions) will provide the following: A brief update of the state-of-the-art in each area where a significant change occurred since the last update; An identification of any emerging areas and countermeasures (such as technology) not included in the previous edition; A revision to the effectiveness, and implementation considerations, of countermeasures included in previous editions, if warranted based on new information; A selection of new web-based resources to add to each program area chapter; A bibliography of new countermeasure-related research in each area published since the last review; Other necessary changes to the organization of the guide as requested by its users; and Coverage of additional program areas not covered in previous editions of the guide, as determined by NHTSA. This guide will continue to provide a solid, empirical basis for review, planning, and policy decision-making in terms of countermeasures that work for SHSOs. In addition to revising the next two editions of the Countermeasures That Work guide, this project will include two updates of the companion piece, Countermeasures At Work. The Contractor shall provide the necessary qualified personnel, facilities, materials, supplies, equipment, and services as identified in the attached Draft Statement of Work (SOW). CAPABILITY STATEMENTS Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice which must be received no later than 10 calendar days from the date of publication or by the closing date of this notice. To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the format requested in this Notice. Please provide the following information for your firm and for any teaming or joint venture partners: General Information Company name, address, point of contact name, telephone, and email address. Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. Business size and classification (e.g., large, small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled veteran-owned, woman-owned) based on NAICS code: 541720 � Research and Development in the Social Sciences and Humanities. If applicable, potential proposed teaming arrangements to include business size and classification of prime and subcontractors. GSA Federal Supply Schedule (FSS) Number (FSS must include NAICS code 541720 � Research and Development in the Social Sciences and Humanities Identify contracts your company has been awarded under NAICS code: 541720 � Research and Development in the Social Sciences and Humanities Technical Capability: Provide a brief synopsis to support the firm�s ability to perform all of potential areas of the objective/scope. Identify each task element and provide information to support the firm�s experience, staffing and overall ability to perform the technical area. Evidence of experience and past performance should include contracts/task orders from the past three (3) years similar in scope to this requirement. Examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government points of contact (telephone numbers or email addresses). Documented information to support the firm�s ability to provide the range of research skillsets capability to quickly plan, conduct, and document studies; AND personnel required for this effort in a timely fashion. Any data on previous contracts/task orders on personnel retention and succession planning. Additional Information: Indicate if your firm will submit a proposal if a Request for Proposal (RFP) is issued, and if your firms interest is for Prime contracting, teaming agreement or Joint Venture.
